Job Overview:
As a Real Estate Management Officer at ADB, you will play a crucial role in supporting the implementation of real estate and facilities improvement projects, particularly focusing on the construction phase of the Pakistan Resident Mission (PRM) New Office Project. This position is strategically located within the Institutional Services Division (CSIS) of the Corporate Services Department (CSD) and will involve collaboration with various teams across the Asia-Pacific region. Your responsibilities will include providing technical and operational support, managing project costs, coordinating with budget teams, and ensuring compliance with procurement processes. You will also be involved in stakeholder engagement and the development of governance procedures for project control activities. This role requires a proactive approach to project management and a commitment to achieving successful outcomes for ADB's initiatives in the region.

Duties and Responsibilities:
The Real Estate Management Officer will be responsible for a wide range of duties, including but not limited to:
  • Providing technical and operational support for real estate and facilities projects, particularly the PRM New Office Project.
  • Analyzing project costs and updating project management templates to ensure effective utilization of funds.
  • Coordinating with the FOS budget team and PRM Finance and Administration Officer to prepare and track capital expenditure budgets.
  • Reviewing and validating project expenditures against approved budgets to inform planning and reallocation needs.
  • Assisting in the preparation of procurement documents for technical and construction services and managing the contract lifecycle.
  • Analyzing and validating project outputs and recommending corrective actions to ensure benefit realization.
  • Contributing to project presentation materials and documentation for Project Steering Committees.
  • Managing institutional activities related to the PRM Special CAPEX project and other FOS CAPEX projects, including communication and stakeholder engagement.
  • Developing and implementing compliance and governance procedures for project control activities. 1
  • Performing additional duties as assigned in accordance with the workplan.

Required Qualifications:
Candidates for the Real Estate Management Officer position must possess a Bachelor's degree in public administration, project management, business administration, finance, economics, accounting, law, or related fields. Advanced training in relevant areas is preferred. Additionally, candidates should have at least 8 years of relevant professional experience, with a strong background in project cost estimation and management, institutional procurement, financial management, and project implementation support. Knowledge of accounting policies, budget monitoring, and local government administrative systems is essential. Proficiency in Microsoft 365 applications and familiarity with database management systems and data analysis tools are also required. Candidates should demonstrate the ability to work autonomously, collaborate effectively in a multicultural environment, and possess excellent written and verbal communication skills in English.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as public administration, project management, business administration, finance, economics, accounting, or law. Candidates with advanced training or degrees in these areas will be given preference, as this will enhance their ability to perform the duties associated with the role effectively.

Experience:
The position requires a minimum of 8 years of relevant professional experience. This experience should encompass project cost estimation and management, institutional procurement, financial management, and project implementation support. Candidates should have a proven track record of successfully managing projects and coordinating activities in a complex organizational environment.

Languages:
Proficiency in English is mandatory for this position, with excellent written and verbal communication skills required. While English is the primary language of communication, knowledge of additional languages may be considered an asset, particularly if they are relevant to the region or the stakeholders involved in the projects.

Additional Notes:
This position is open to both internal and external applicants and is specifically targeted at nationals and permanent residents of Pakistan. It is a local staff position funded by a temporary funding source, meaning that the renewal of the appointment is contingent upon the availability of funding. The initial appointment is fixed-term for up to 3 years, with the possibility of renewal based on performance and organizational needs. There is no limit to the number of renewals up to the Normal Retirement Date (NRD), but this appointment is not convertible to a regular appointment.
