Job Overview:
The Roving Supply Chain and Operations (SCO) Manager position is designed to be a mobile, hands-on role that aims to enhance the supply chain and operational capacity across Relief International's country programs. This includes a focus on procurement, logistics, warehousing, fleet management, asset management, and facilities operations. The role is primarily remote but requires up to 70% travel to various RI countries as funding permits. The SCO Manager will report to the Director of Supply Chain and Operations while working closely with two Regional Desk Supply Chain and Operations Directors to support country SCO leads. Responsibilities include operational support in drafting tender documents, providing tactical support through SCO training, implementing new tools and processes, and improving country SCO reporting capabilities. Additionally, the role will involve surge capacity during emergencies, staff shortages, or significant operational increases, ensuring that the organization can respond effectively to urgent needs.

Duties and Responsibilities:
The Roving Supply Chain and Operations Manager will have a comprehensive set of responsibilities, including: leading or supporting surge deployments to establish and maintain supply chain and operational systems during emergencies; assisting country teams in emergency response setups, including procurement, warehousing, fleet management, and compliance with organizational and donor policies; contributing to emergency assessments and operational feasibility analyses; coordinating with country leadership and program teams for effective operational planning and reporting; providing interim leadership for country supply chain and operations functions as needed; strengthening operational capacity through training and process reviews; enhancing systems and governance by reviewing proposals and procurement files; and supporting onboarding and improving reporting processes. The role requires a proactive approach to ensure timely, compliant, and high-quality support across all operational functions.

Required Qualifications:
Candidates must possess experience in humanitarian supply chain and logistics that comply with US, UK, EU, and UN donor policies. A relevant qualification in procurement, such as a CIPS Diploma or another recognized qualification, is essential. Additionally, experience in international medical supply procurement, freight, and customs, including knowledge of medical supply GSDP standards, is required. Proficiency in MS Office, particularly strong skills in Microsoft Excel, is necessary, along with experience in designing and delivering training to both internal and external stakeholders. The ability to work collaboratively with diverse teams in various locations is crucial, as is the capacity to motivate and support teams remotely. Excellent relationship management and communication skills, both written and verbal, are mandatory, along with a willingness to travel up to 70% of the time to RI countries. Familiarity with Procure to Pay Systems, such as MS Dynamics or Oracle Netsuite, is desirable.

Educational Background:
The position requires a relevant qualification in procurement, ideally a CIPS Diploma or an equivalent recognized qualification. This educational background should provide the necessary foundation for understanding procurement processes and compliance with donor policies, which are critical for the role.

Experience:
Candidates should have substantial experience in humanitarian supply chain and logistics, particularly in contexts that require compliance with various donor policies. This experience should include practical knowledge of emergency response operations and the ability to work effectively under pressure and meet challenging deadlines. The role demands a strong track record of collaboration and the ability to lead teams in diverse and challenging environments.

Languages:
Fluency in English is mandatory for this position. Proficiency in French is considered an advantage, as it may enhance communication and collaboration in certain operational contexts.

This is a full-time, fixed-term position initially set for 12 months, with the possibility of extension based on funding and organizational needs.
