Job Overview:
The Environmental Engineering Coordinator will play a crucial role in the Uganda Refugee Resilience Initiative (URRI) program, which aims to enhance climate resilience among various communities affected by refugee crises. This position involves ensuring the technical quality of engineering activities across six districts in Uganda, including Terego, Madi-Okollo, Yumbe, Koboko, Obongi, and Moyo. The coordinator will be responsible for overseeing the implementation of engineering projects, conducting assessments, and ensuring that community training is effectively delivered. The role also emphasizes the importance of gender mainstreaming in all project outcomes, ensuring that both men and women benefit equally from the initiatives. The coordinator will work closely with partner organizations to achieve the program's objectives and will be expected to contribute to the overall success of the URRI by maintaining high standards of technical quality and community engagement.

Duties and Responsibilities:
The Environmental Engineering Coordinator will have a wide range of responsibilities, including but not limited to: preparing engineering drawings and designs, creating Bills of Quantities (BOQs), and supervising construction works for landscape projects. The coordinator will conduct technical assessments, monitor the quality of materials used, and undertake hydrological assessments for landscape program designs. Coordination with District Focal Persons and the identification and training of competent contractors will also be key duties. The role includes supervising forestry and land restoration activities, planning and implementing environmental risk management strategies, and ensuring efficient resource use. Regular monitoring of construction works in collaboration with the Resilience Programme Manager and other stakeholders is essential. The coordinator will also be responsible for compiling inspection reports, processing payment certificates for contractors, and participating in training sessions for Project Management Committees and User Committees. Additionally, the coordinator will document project successes and challenges, participate in monitoring reviews, and provide engineering data for donor reports.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Environmental Engineering, Water Engineering, Civil Engineering, or a related field. A broad understanding of Integrated Water Resources Management (IWRM), climate change, and biodiversity conservation is essential. Experience with donor-funded projects and international NGOs is required, along with relevant work experience in Northern Uganda. A commitment to gender equality and accountability practices is crucial. Proficiency in English, both written and spoken, is mandatory, along with excellent communication, interpersonal, analytical, and negotiation skills. The ability to prioritize tasks and work independently is also necessary, as is being a good team player.

Educational Background:
The position requires a Bachelor’s degree in a relevant field such as Environmental Engineering, Water Engineering, or Civil Engineering. Additional postgraduate training in Water Resource Engineering, Environmental Engineering, or Hydrology is considered an advantage, enhancing the candidate's qualifications for the role.

Experience:
A minimum of 5 years of full-time relevant professional experience in Environmental Engineering or Water Engineering is required. Candidates should have a proven track record of working on similar projects, particularly in contexts involving refugee and host communities, demonstrating their ability to manage complex engineering tasks effectively.

Languages:
Proficiency in written and spoken English is essential for this position. Knowledge of local languages spoken in the districts covered by the project is considered an added advantage, as it can facilitate better communication with community members and stakeholders.

Additional Notes:
The contract for this position is for a duration of 11 months, with a designated duty station in Arua, Uganda. The expected start date for the role is February 202
