Job Overview: The Procurement and logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer will be responsible for managing the supply chain functions in Angola under the direct supervision of the Chief of Mission. This role involves overseeing the entire procurement cycle, which includes receiving requisitions, preparing tender documents, soliciting bids, conducting bid analyses, and finalizing purchase orders or contracts. The officer will also monitor requisitions to ensure timely delivery of goods and services, coordinate with receiving units for delivery notes, and maintain accurate procurement records. Additionally, the officer will conduct market surveys to identify and evaluate suppliers and service providers based on quality, pricing, and reliability. The position requires providing technical guidance to staff on procurement policies and procedures, overseeing supply chain tasks such as asset management and transportation logistics, and supporting the organization of meetings, workshops, and training sessions. The role is crucial for ensuring that procurement processes align with IOM's standards and that resources are utilized effectively to meet organizational needs.
Duties and Responsibilities: The duties and responsibilities of the Procurement and Logistics Officer include: managing the procurement cycle by receiving requisitions, preparing tender documents, soliciting bids, conducting bid analyses, and finalizing purchase orders or contracts; monitoring requisitions to ensure timely delivery of goods and services; coordinating with receiving units for delivery notes; reviewing vendor invoices and preparing payment requests; liaising with the Finance department for timely payments; maintaining accurate procurement records in both physical and electronic formats; supporting the preparation of periodic reports; conducting market surveys to identify and evaluate suppliers and service providers; tracking contractual agreements and ensuring timely renewals; managing office supplies and utilities requisitions; providing technical guidance to staff on procurement policies and procedures; overseeing supply chain tasks including asset management, warehousing, insurance, maintenance, and transportation; coordinating transportation logistics and monitoring vehicle logbooks, fuel consumption, and maintenance records; supervising contractors working on office premises; and preparing tender documents and bid analysis summaries to share with the requesting unit. The officer will also monitor the status of open requisitions and follow up on the timely delivery of goods and services, ensuring that all procurement-related instructions and procedures are communicated effectively to staff.
Required Qualifications: The position requires a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited academic institution, along with relevant professional experience. Alternatively, candidates with a high school diploma must have at least two years of relevant professional experience. Certification in Procurement, Logistics, or Supply Chain Management is considered an advantage. The organization recognizes accredited universities listed in the UNESCO World Higher Education Database as valid educational institutions.
Educational Background: Candidates must possess a university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management from an accredited institution. Those with a high school diploma must have two years of relevant professional experience. Certification in Procurement, Logistics, or Supply Chain Management is advantageous and may enhance a candidate's profile.
Experience: Candidates should have experience in procurement and logistics, particularly in working with vendors and service providers. Experience with the asset management process is essential, and familiarity with IOM or UN Procurement and Logistics Rules and Procedures is a significant advantage. Additionally, experience working in an international organization will be beneficial for this role.
Languages: Fluency in Portuguese and English, both oral and written, is required for this position. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.
