Job Overview:
The Monitoring and Evaluation Officer position at WFP is crucial for ensuring that the organization's monitoring systems and tools are effectively implemented and compliant with corporate standards. The incumbent will work under the supervision of the Head of the M&E Unit, contributing to the development and updating of M&E tools, methodologies, and data collection instruments. This role involves drafting regular monitoring reports, analyzing data, and ensuring data quality and accuracy. The officer will also be responsible for building M&E capacity among WFP staff and partners through training and information sharing. The position requires a proactive approach to data visualization and communication of findings to diverse audiences, including program staff. The officer will support the design and implementation of assessments and surveys, contributing to the development of innovative knowledge products for stakeholders. This role is integral to WFP's mission of providing effective humanitarian assistance and ensuring accountability to donors and beneficiaries.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Officer include:
  • Supporting the line manager in ensuring that country office (CO) monitoring systems and tools are in place and compliant with corporate standards, including minimum monitoring requirements (MMR) and standard operational procedures (SOP).
  • Drafting regular monitoring reports on the status of results and implementation progress, contributing to data analysis.
  • Developing or updating M&E tools, methodologies, and data collection instruments to ensure accurate and reliable data.
  • Ensuring data quality, accuracy, and completeness through rigorous data cleaning and validation processes.
  • Managing CO monitoring data in COMET, ensuring all output, outcome, and cross-cutting data is up-to-date and that data quality and validation protocols are implemented.
  • Building M&E capacity of WFP staff and partners through training and information sharing.
  • Utilizing data visualization techniques to effectively communicate findings to diverse audiences.
  • Supporting the design and implementation of assessments and surveys, including data collection and analysis.
  • Contributing to the development of innovative, user-friendly knowledge products for internal and external stakeholders. 1
  • Contributing to donor proposals, logframe creation, and coordination of all activities related to donor monitoring and reporting. 1
  • Performing any other duties as assigned by the Head of M&E.

Required Qualifications:
The required qualifications for the Monitoring and Evaluation Officer position include:
  • An advanced university degree in Economics, Statistics, Social Sciences, Monitoring and Evaluation, or another relevant field. A first university degree with additional years of relevant work experience and/or training/courses may also be considered. A master’s degree is an added advantage.
  • Proven knowledge and skills in Monitoring and Evaluation, with a strong background in quantitative and qualitative research.
  • Familiarity with results-based management principles and practices, as well as WFP’s corporate accountability frameworks.
  • Advanced analytical skills and the ability to work under pressure and manage multiple priorities simultaneously.
  • Ability to work independently with minimal supervision.

Educational Background:
Candidates must possess an advanced university degree in a relevant field such as Economics, Statistics, Social Sciences, or Monitoring and Evaluation. Alternatively, a first university degree combined with additional relevant work experience and/or training may be acceptable. A master’s degree is preferred and will be considered an advantage.

Experience:
Candidates should have a minimum of three years of relevant professional work experience in international development or humanitarian work, specifically in monitoring and evaluation activities. Experience using a variety of quantitative and qualitative analytical tools and methods is essential for this role.

Languages:
The position requires excellent written and spoken proficiency in both English and Arabic (level C). This bilingual capability is crucial for effective communication and reporting within the diverse operational context of WFP.
