Job Overview:
The National Consultant will play a crucial role in supporting the Ministry of Social Policy, Family and Unity (MoSPFU) in Ukraine by providing expert and technical advice on data collection, analysis, and reporting related to the National Action Plan (NAP) 1325 on Women, Peace and Security. This position involves preparing the annual report for 2025 and finalizing the reporting for the period of 2021-202
  • The consultant will be responsible for designing and conducting workshops aimed at enhancing the reporting capacities of government officials and civil society organizations. The role requires a deep understanding of gender equality issues and the ability to analyze and present data effectively to ensure that the commitments made under the NAP 1325 are met and reported accurately.

Duties and Responsibilities:
The National Consultant will be tasked with several key deliverables, including: 1) Designing and preparing a series of workshops on the use of the NAP 1325 reporting tool to build the reporting capacities of the government and civil society. 2) Delivering three online workshops for NAP 1325 reporting focal points, which will include developing workshop materials, agendas, and assessment tools. 3) Collecting data for the 2025 annual report and supporting the NAP 1325 reporting process, ensuring that the draft report is prepared and submitted for review. 4) Preparing the final report on the implementation of NAP 1325 for the period of 2021-2025, including analytical reports and infographics. The consultant will work closely with the MoSPFU and UN Women to ensure that all deliverables are met on time and to the required standards.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as public administration, law, social science, international relations, international human rights, or gender studies. Additionally, candidates should have at least five years of relevant work experience in human rights, gender equality, governance, or related fields. Technical expertise in national and international legal frameworks regarding the WPS agenda and experience in providing advisory support to government institutions on gender equality issues are essential. Strong drafting and analytical skills, as well as a proven understanding of gender equality commitments in Ukraine, are also required.

Educational Background:
The position requires an advanced university degree, specifically a Master’s degree or equivalent, in relevant fields such as public administration, law, social science, international relations, international human rights, or gender studies. This educational background is crucial for understanding the complexities of gender equality and the legal frameworks that govern it.

Experience:
The National Consultant should have a minimum of five years of relevant work experience following the attainment of their Master’s degree. This experience should be in areas related to human rights, gender equality, governance, public administration, or research and development. The consultant should also have technical and capacity-building experience in implementing the WPS agenda and the NAP 1325 reporting mechanism, as well as a solid background in drafting and providing technical support to government authorities.

Languages:
Fluency in both Ukrainian and English is mandatory for this position. This proficiency is essential for effective communication and reporting, as all reports must be submitted in English, while supporting documents can be in Ukrainian. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
This consultancy is home-based with occasional visits to the MoSPFU and UN Women offices as needed. The financial arrangements will be based on deliverables, with payments made upon submission and endorsement of reports. The level of remuneration will align with the UN salary scale. The consultant is expected to use their own computer for the work, and the MoSPFU will provide access to necessary internal documents. All reports must include supporting documents such as analytical briefs and capacity development materials.
