Job Overview:
The National Consultant for Child Protection Systems Strengthening and Migration will play a crucial role in providing technical and analytical inputs to support UNICEF's efforts in strengthening child protection systems and coordination. This position requires the consultant to prepare a comprehensive inception report and a detailed 12-month work plan that aligns with the priorities of the Ministry of Social Affairs (MOSA), Ministry of Interior (MOI), and Ministry of Justice (MOJ). The consultant will also conduct physical assessments of Family and Child Protection Sections (FCPS) in collaboration with UNDP under the EU Justice Programme, aiming to design and establish child-friendly environments. Additionally, the consultant will review and validate curriculum plans and training materials for the relevant ministries, contributing to the implementation strategy for these curricula. The role also involves supporting the establishment of the National Child Protection Working Group and providing technical advisory support through participation in various panels and working group meetings, ensuring that UNICEF's child protection coordination mechanisms are effectively informed and operational.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including but not limited to:
  • Preparing technical inputs for an inception report and a 12-month work plan, ensuring alignment with MOSA, MOI, and MOJ priorities.
  • Conducting physical assessments of at least seven Family and Child Protection Sections (FCPS) in coordination with UNDP, aimed at informing the design of child-friendly setups.
  • Reviewing and providing technical support for the validation of curriculum plans and training materials for the relevant ministries.
  • Supporting the establishment of the National Child Protection Working Group by providing technical inputs and producing necessary documentation such as technical briefs and meeting summaries.
  • Participating in Best Interest Determination (BID) panels with IOM and UNHCR, providing documented recommendations and follow-up notes.
  • Engaging in Detention Center Working Group meetings and conducting monitoring visits to detention facilities, producing technical findings and recommendations based on established monitoring tools and reporting standards.

Required Qualifications:
Candidates must possess a university degree in Social Sciences, International Development, or a related field, with a master's degree preferred. A minimum of three years of relevant work experience in child protection, system strengthening, or related humanitarian and development sectors is required. Familiarity with UNICEF's child protection guidelines and system strengthening is essential, along with strong coordination, facilitation, and communication skills. Prior experience working with national government counterparts is mandatory, highlighting the importance of collaboration in this role.

Educational Background:
The educational background required for this position includes a university degree in Social Sciences, International Development, or a related field. A master's degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in child protection and system strengthening.

Experience:
