Job Overview:
As a Financial Control Assistant at ADB, you will play a crucial role in the financial management of technical assistance projects. Your primary responsibilities will include processing claims for payments, monitoring contracts and budgets, preparing payment vouchers, and reconciling accounts related to projects funded by ADB and donor grants. This position requires a keen attention to detail and a strong understanding of financial policies and procedures. You will be working closely with international staff and officers, contributing to the overall mission of ADB to foster prosperity in Asia. Your role will also involve collaboration with various teams to address urgent matters and contribute to innovative projects, ensuring that financial operations align with ADB's standards and guidelines.

Duties and Responsibilities:
  • Process claims for payment of consultants, contractors, and service providers under technical assistance grant projects financed by ADB and donor grants.
  • Ensure that claims and billings comply with contract provisions, financial covenants, and ADB policies.
  • Review consultant contracts to monitor cost estimates, variations, and actual disbursements.
  • Prepare disbursement or journal vouchers and other relevant payment documentation.
  • Track advances and liquidations, clear matched items, and prepare monthly reports on outstanding advances.
  • Assist in other areas of the division as needed to respond to urgent matters.
  • Contribute to innovation projects and perform additional tasks as assigned in your workplan.

Required Qualifications:
To qualify for the Financial Control Assistant position, candidates must possess a Bachelor's degree in business administration, accounting, or finance, with a preference for those who are Certified Public Accountants (CPA). Additionally, candidates should have at least 5 years of relevant work experience in disbursement operations, project administration, auditing, or accounting within financial institutions. Familiarity with accounting practices and systems, as well as the policies and reporting requirements of multilateral institutions, is essential. Candidates should also demonstrate knowledge of internal control concepts and business processes, along with experience in cross-cultural collaboration.

Educational Background:
Candidates must have a Bachelor's degree in business administration, accounting, or finance. A Certified Public Accountant (CPA) designation is preferred, indicating a higher level of expertise in financial matters and accounting practices.

Experience:
Candidates should have a minimum of 5 years of work experience in relevant fields such as disbursement operations, project administration, auditing, or accounting, particularly within financial institutions. This experience should demonstrate a strong understanding of financial processes and the ability to navigate complex financial environments.

Languages:
Proficiency in English, both written and verbal, is mandatory for this position. This proficiency is essential for effective communication within the organization and with external stakeholders. Additional language skills may be considered an asset but are not required.

This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years based on performance and organizational needs.
