Job Overview:
The Finance Assistant position is a critical role within the IOM, responsible for supporting the financial management of resources in accordance with the organization's rules and regulations. The Finance Assistant will work under the supervision of the Resource Management Officer and the Finance Officer, contributing to the effective management of financial resources, budget preparation, and monitoring, as well as ensuring compliance with financial reporting standards. This role requires a detail-oriented individual who can manage multiple tasks efficiently while maintaining a high level of accuracy. The Finance Assistant will also play a key role in data management and analysis, assisting in the preparation of financial reports and ensuring that all financial transactions are processed in a timely manner. The position demands strong communication skills, the ability to work under pressure, and a commitment to upholding IOM's values of integrity, professionalism, and respect for diversity.

Duties and Responsibilities:
The Finance Assistant will be responsible for a variety of duties, including but not limited to:
  • Financial Resource Management: Monitoring and controlling financial assets, reserves, and funds in accordance with IOM regulations. Managing the office's petty cash and ensuring proper documentation.
  • Budget Preparation and Monitoring: Assisting in the preparation of annual budgets, including estimating costs for staff, utilities, and office supplies. Preparing financial reports and ensuring timely financial monitoring of projects.
  • Data Management and Analysis: Extracting and inputting financial data into accounting systems and assisting in the analysis of financial data across the mission.
  • Financial Reporting and Compliance: Preparing donor financial reports and ensuring compliance with IOM and donor guidelines. Assisting in audits and addressing any outstanding issues related to project balance reviews.
  • Payment Processing and Verification: Reviewing payment requests and verifying supporting documents to ensure compliance with IOM finance policies.
  • Payroll and Staff Support: Assisting in payroll preparation and providing support to staff regarding financial matters.
  • Performing other related duties as required by the Finance Officer or Resource Management Officer.

Required Qualifications:
Candidates must possess a high school degree or certificate with a minimum of five years of relevant work experience, or a Bachelor’s Degree from an accredited institution. The position requires excellent communication skills in English, and prior experience in an international humanitarian or development organization is advantageous. Candidates should demonstrate strong computer skills, particularly in Microsoft Excel, Word, and Outlook, and have the ability to work effectively in a diverse team environment. Attention to detail, time management, and the ability to work under pressure are essential qualifications for this role.

Educational Background:
The educational background required for this position includes a high school diploma or certificate with significant work experience, or a Bachelor’s Degree from an accredited university. Accredited institutions are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized and quality education relevant to the field of finance and resource management.

Experience:
The ideal candidate should have a minimum of five years of relevant work experience in finance or resource management, preferably within an international, humanitarian, or development context. Experience in budget preparation, financial reporting, and compliance is essential, along with a proven ability to work effectively with colleagues from diverse cultural backgrounds. Familiarity with accounting systems and financial software is also highly desirable, as is experience in managing financial resources and conducting audits.

Languages:
Fluency in English and French is required for this position, both oral and written. Knowledge of Arabic and other languages is considered an asset, as IOM's official languages include English, French, and Spanish. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the communication needs of the role.

Additional Notes:
This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Tunisia will be considered. The appointment will be contingent upon medical fitness certification and verification of residency and visa requirements. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
