Job Overview:
The National Consultant Engineer Expert will play a crucial role in overseeing construction projects under the supervision of the CCP Regional Coordinators and in collaboration with UNODC procurement and program teams. This position involves a comprehensive approach to project management, including pre-implementation tasks such as reviewing technical documents and contractor schedules, as well as on-site supervision to ensure compliance with specifications and safety standards. The consultant will be responsible for verifying construction milestones, inspecting materials, and providing technical verification for payment processing. The role requires a proactive approach to identifying risks and proposing corrective actions, ensuring that all work aligns with the approved methodologies and quality standards. Additionally, the consultant will maintain thorough documentation of site visits, compliance issues, and overall project performance, culminating in a final report that summarizes findings and lessons learned.

Duties and Responsibilities:
The consultant's duties will include drafting technical documents for procurement processes related to construction work, assisting the procurement team in bid documentation and evaluation, and monitoring implementation on-site to ensure adherence to specifications and timelines. The consultant will conduct site visits to verify progress, identify deviations, and recommend actions for safety concerns. Responsibilities also encompass preparing site visit reports, maintaining logs of non-compliance issues, and producing incident reports as necessary. The consultant will provide technical verification notes for contractor payment milestones and issue formal reports for any deviations or risks to project quality or timelines. Overall, the consultant will ensure that all construction activities are executed in compliance with contractual standards and UNODC requirements.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in architecture, construction, engineering, or related fields. Alternatively, a first-level university degree in these fields combined with two additional years of qualifying work experience may be accepted. A minimum of seven years of relevant experience in architecture, construction, and engineering is required, along with experience in site inspection, technical drawings, and materials management. Previous experience in Haiti is desirable, and proficiency in relevant engineering software such as CAD is also preferred.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in architecture, construction, engineering, or related fields. Candidates with a first-level university degree in these areas, combined with additional qualifying work experience, may also be considered. This educational foundation is essential for understanding the complexities of construction projects and ensuring compliance with technical standards.

Experience:
The position requires a minimum of seven years of professional experience in architecture, construction, and engineering. Candidates should have substantial experience in site inspection, technical drawings, and materials management. Experience working in Haiti is considered an asset, as it provides valuable context for the challenges and requirements of the local construction environment. Familiarity with relevant engineering software, particularly CAD, is also advantageous.

Languages:
Fluency in oral and written French is mandatory for this position, as it is one of the working languages of the United Nations Secretariat. Proficiency in English is also required. Knowledge of another United Nations language is considered an advantage, enhancing communication and collaboration within the international context of the UN.
