Job Overview:
The Project Director for STRIDES Philippines is responsible for leading and directing the implementation of the U.S. Government-funded Global Health Security Activity. This role focuses on enhancing global health priorities within the country, with the primary objective of strengthening laboratory and surveillance systems to effectively prevent, detect, and respond to emerging infectious diseases and other public health threats. The Project Director will manage diverse aspects of the Activity, including personnel, budget, and technical responsibilities. They will serve as the main liaison with U.S. Government posts, local government, and other global health security partners, overseeing subcontractors and ensuring compliance with policies. The Project Director will also lead the development and implementation of annual work plans, monitoring and evaluation activities, and technical and financial reporting, ensuring that all activities align with the overarching goals of the program.

Duties and Responsibilities:
The Project Director will plan, direct, and coordinate the implementation of the STRIDES Activity, ensuring that all goals and objectives are met within established timeframes and funding parameters. They will establish work plans, teams, and standard operating procedures (SOPs) to ensure compliance with organizational policies. The Project Director will directly manage technical, financial, and operational staff, fostering a safe and equitable work environment. They will maintain relationships with national, regional, and local government counterparts and multisectoral partners to fulfill global health security objectives. The Project Director will serve as the primary point of contact for in-country partners, leading the team in defining, developing, implementing, monitoring, and adjusting technical work plans and budgets. They will ensure the timely delivery of high-quality deliverables and reports, provide guidance and training to staff, and support the onboarding of new personnel. Additionally, the Project Director will work closely with the Department of Health and Department of Agriculture, supporting performance management and professional development for direct reports, and perform other relevant duties as assigned.

Required Qualifications:
Candidates must possess comprehensive knowledge of project management theories, concepts, and practices, with a strong familiarity with international Global Health Security frameworks and initiatives. Excellent project management skills are essential, including the ability to develop annual work plans and oversee monitoring and evaluation plans. Strong communication skills are required, with the ability to articulate professionally and diplomatically with clients and staff. Candidates should demonstrate strong influencing, negotiation, and collaboration skills, with prior experience in developing partnerships and managing relationships with government and implementing partners. Leadership skills in managing staff within a matrixed organization are crucial, along with critical thinking and problem-solving abilities to effectively manage resources and achieve Activity goals.

Educational Background:
A Bachelor’s degree or its international equivalent in public health or a related health field is required. A Master’s degree or its international equivalent is preferred, along with project management certification.

Experience:
Typically, candidates should have at least 10 years of relevant experience in project management principles and practices, including a minimum of 5 years in a managerial role. Experience with applicable Department of State or other donor rules and regulations is essential. Candidates should have demonstrated knowledge and experience in managing and implementing health projects related to infectious diseases, with a preference for those who have worked on Global Health Security projects or activities. Experience in developing and mentoring staff and building local team capacity is also important, as is experience in managing complex, multidisciplinary projects.

Languages:
Proficiency in English (reading, writing, speaking) is required, along with fluency in the host country language.
