Job Overview:
The Senior Secretariat Specialist position is situated within The Secretary's Office (OSEC) of the Asian Development Bank. This role is pivotal in providing technical guidance and support on Board governance matters, facilitating communication between the Board, Management, and various departments. The specialist will be responsible for preparing high-quality documents for the Board and Management, coordinating key Board programs, and overseeing the operations of Board committees. The position requires a proactive approach to enhance the efficiency and effectiveness of Board programs and to ensure smooth operations within the governance framework of ADB. The specialist will also be involved in managing Board meetings and events, ensuring that all communications are clear and accurate, and that follow-up actions are effectively captured.

Duties and Responsibilities:
The duties and responsibilities of the Senior Secretariat Specialist include supporting the Secretary and Deputy Secretary in providing information to the Board, preparing and reviewing briefing notes, memos, and Board documents, and ensuring clarity in capturing key discussion points. The specialist will oversee the planning and execution of key programs for the Board, such as the Board Orientation Program, and will identify opportunities for continuous improvement in Board operations. Additionally, the role involves providing strategic coordination for the six Board committees, streamlining administrative practices, and developing standard procedures for meetings. The specialist will also support the election and appointment processes for senior positions within ADB and liaise with various stakeholders to facilitate communication on strategic issues. Other responsibilities include managing schedules, logistics for Board meetings, and leading reporting staff with guidance and performance monitoring.

Required Qualifications:
Candidates for the Senior Secretariat Specialist position must possess a Master's degree in economics, business management, communications, or related fields. Alternatively, a Bachelor's degree in a related field combined with additional relevant professional experience may be considered. The role requires at least 10 years of relevant professional experience, preferably with a background in corporate governance. Candidates should have international experience, particularly in the Asia and Pacific region, and be familiar with the operations of multilateral development and financing institutions. Experience in handling confidential matters and engaging with high-level officials is essential, along with excellent oral and written communication skills in English.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as economics, business management, or communications. A Bachelor's degree in a related field may also be acceptable if accompanied by significant professional experience. This educational foundation is crucial for understanding the complexities of governance and operational procedures within a multilateral development context.

Experience:
The position requires a minimum of 10 years of relevant professional experience. Candidates should have a strong background in corporate governance and experience working in international settings. Familiarity with development issues in the Asia and Pacific region is highly desirable, as is experience in managing teams and dealing with senior staff and government officials. The ability to handle sensitive matters with discretion is also important.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills required for effective interaction with Board members and other stakeholders. While English is the primary language for this position, knowledge of additional languages relevant to the Asia-Pacific region may be considered an asset but is not mandatory.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years or conversion to a regular appointment based on performance and organizational needs.
