Job Overview:
The Monitoring and Evaluation Officer will play a crucial role in supporting the IOM's projects and programs by overseeing all aspects of Monitoring and Evaluation (M&E) activities. This position requires a strong focus on data collection, analysis, and reporting to ensure compliance with donor and institutional requirements. The officer will assist in the design and implementation of assessments and surveys, monitor project indicators, and provide insights into the effectiveness of programs. The role also involves liaising with various stakeholders, including donors and UN teams, to document issues and ensure that M&E practices align with IOM's strategic objectives. The officer will be expected to maintain a high level of professionalism and integrity while working collaboratively with diverse teams.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Officer include:
  • Supporting the design and implementation of M&E frameworks for projects and programs.
  • Collecting, maintaining, and analyzing data related to M&E activities.
  • Compiling and filing reports in accordance with donor and IOM reporting requirements.
  • Assisting in the development of internal guidance on feedback mechanisms and accountability.
  • Monitoring project indicators and flagging any delays or compliance issues.
  • Participating in field monitoring missions to support data collection efforts.
  • Providing administrative support to the Project/Programme Manager.
  • Keeping abreast of developments in IOM’s M&E functions and ensuring compliance with institutional requirements.
  • Performing other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related field from an accredited institution. Alternatively, a University degree in the aforementioned fields with two years of relevant professional experience is acceptable. Significant experience in M&E and reporting aligned with donor requirements is essential, along with familiarity with IOM/UN rules and procedures. Experience in project development and donor liaison is also required.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, Political or Social Sciences, Business or Public Administration, or Law. Candidates with a Bachelor’s degree in these fields may also apply if they have two years of relevant professional experience. It is important that the educational qualifications are from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
The position requires significant experience in Monitoring and Evaluation (M&E) and reporting, particularly in alignment with donor requirements. Candidates should have a strong understanding of IOM and UN regulations, as well as experience in project development and maintaining relationships with donors. This experience is crucial for ensuring that the M&E processes are effectively implemented and that the organization meets its reporting obligations.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Proficiency in additional languages such as French and Spanish is considered an asset, as IOM operates in multiple linguistic contexts. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar roles in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. National Professional Officers must be nationals of the country of employment and are expected to perform at a professional level. The appointment will also be contingent upon medical fitness certification, residency verification, and necessary government authorizations.
