Job Overview: The Monitoring and Evaluation Officer will play a crucial role in supporting the development and regular updating of Monitoring and Evaluation (M&E) frameworks, plans, tools, and data collection methods for the CCMD activities implemented in the MENA region. This position requires close coordination with the Regional PM&E Officer, regional programme coordinators, and country Project Focal Points to ensure that all M&E activities align with IOM’s Strategic Results Framework (SRF) and the proper use of PRIMA. The officer will be responsible for verifying and analyzing monitoring data received from MENA Country Offices, preparing periodic updates, progress reports, and internal briefs. Additionally, the officer will participate in project reviews, lessons learned, and evaluations, contributing to the drafting of management responses to evaluation recommendations and tracking follow-up actions at both regional and country levels. The role also involves documenting lessons learned and good practices, ensuring that feedback and monitoring processes strengthen accountability to affected populations where relevant. The officer will review monitoring plans and indicator performance, identify data quality gaps, and participate in field monitoring visits to support quality control and verify reported progress.
Supporting the development and regular updating of M&E frameworks, plans, tools, and data collection methods for CCMD activities in the MENA region.
Verifying and analyzing monitoring data from MENA Country Offices and preparing periodic updates, progress reports, and internal briefs.
Participating in planning and implementing project reviews, lessons learned, and evaluations, including reviewing Terms of References (ToRs) and coordinating with evaluators.
Assisting in drafting management responses to evaluation recommendations and tracking follow-up actions.
Documenting lessons learned, good practices, and M&E findings from the MENA work package.
Reviewing monitoring plans and indicator performance, identifying data quality gaps, and addressing issues with the RPMEO and regional CCMD Programme Coordinators.
Participating in field monitoring visits to MENA Country Offices to support quality control and verify reported progress.
Supporting information flow on CCMD M&E between MENA Country Offices, the Regional Office, and the global project management team.
Keeping abreast of developments in IOM’s Evaluation and Monitoring and Results-based Management functions to ensure compliance with IOM strategies. 1
Contributing to ongoing knowledge management processes at the Regional Office and Country Offices.
Required Qualifications: The required qualifications for the Monitoring and Evaluation Officer position include a Bachelor’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related field from an accredited academic institution with two years of relevant experience; or a Master’s degree in the above fields. Candidates must have significant experience in monitoring, evaluation, and reporting within UN or international organizations, as well as experience in applying IOM/UN rules, regulations, and procedures. Additionally, candidates should have experience in designing and administering digital data collection tools, supporting project development, data analysis, and data quality verification.
Educational Background: Candidates must possess a Bachelor’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related field from an accredited academic institution. Alternatively, a Master’s degree in the aforementioned fields is acceptable. This educational background is essential to ensure that candidates have the necessary theoretical knowledge and understanding of the complexities involved in international migration and development.
Experience: Candidates should have significant experience in monitoring, evaluation, and reporting, particularly within UN or international organizations. This includes experience in the application of IOM/UN rules, regulations, and procedures, as well as experience in designing and administering digital data collection tools such as KoboToolbox, ODK, or SurveyCTO. Furthermore, candidates should have experience in supporting project development, logframe/indicator drafting, data analysis, and data quality verification, along with experience in conducting field monitoring or assessments.
Languages: Fluency in English and Arabic is required for this position, both oral and written. Additionally, a working knowledge of French is considered an advantage.
