Job Overview: The National Programme Officer - IBG will play a crucial role in supporting the Integrated Border Governance (IBG) portfolio under the supervision of the Chief of Mission and the Head of Programme. This position involves the effective implementation, coordination, and monitoring of various IBG projects. The incumbent will be responsible for facilitating collaboration with government counterparts and key stakeholders, ensuring that project activities align with national priorities and donor requirements. The role also includes assisting in planning, reporting, and resource management processes, as well as contributing to the development of new initiatives and partnership activities. The National Programme Officer will ensure that all project activities adhere to IOM's standards and procedures, thereby enhancing the overall effectiveness of the IBG portfolio.
Duties and Responsibilities:
Support the day-to-day implementation of the Integrated Border Governance (IBG) portfolio, ensuring that projects remain on track and meet their intended targets.
Assist in the preparation of workplans, activity schedules, budgets, and monitoring tools to guide project implementation.
Prepare and disseminate project reports in accordance with IOM procedures and donor requirements.
Identify emerging issues related to border governance and assess gaps, providing recommendations for improvement.
Draft thematic papers, reports, and communication materials as needed.
Plan, organize, and deliver capacity-building activities for IOM staff, government officials, civil society partners, and beneficiaries.
Coordinate the implementation of all Better Migration Management (BMM) IV activities, ensuring timely delivery and adherence to donor requirements.
Liaise with government counterparts to facilitate collaboration and assist in implementing IBG activities.
Support the implementation of cross-border Standard Operating Procedures (SOPs) with Ethiopia. 1
Attend relevant conferences, workshops, and meetings to support information-sharing and follow-up on activities. 1
Ensure compliance with visibility and communication guidelines for all IBG projects. 1
Undertake duty travel as required to support project implementation and monitoring visits. 1
Perform other related duties as required.
Required Qualifications:
A Bachelor’s degree from an accredited academic institution in Political or Social Science, Business Administration, or Law with two years of relevant professional experience; or a Master’s degree in the aforementioned fields.
Experience in capacity-building with government entities, UN agencies, or international organizations.
Experience in liaising with governmental authorities and institutions in immigration and security" style="border-bottom: 1px dotted #007bff !important;">security sectors.
Experience in supporting training and capacity-building activities in IBG or related fields is an advantage.
Educational Background: Candidates must possess a Bachelor’s degree from an accredited institution, preferably in Political or Social Science, Business Administration, or Law. A Master’s degree in these fields is also acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized and quality education.
Experience: The position requires a minimum of two years of relevant professional experience, particularly in capacity-building with government entities, UN agencies, or international organizations. Candidates should have a solid background in immigration and border management, as well as experience in project or programme implementation. Operational and policy-related experience is essential, along with a proven ability to liaise effectively with governmental authorities and institutions in related sectors.
Languages: Fluency in English and French is required for this position, both oral and written. IOM’s official languages include English, French, and Spanish. Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of their employment and perform work at the professional level, adhering to the same standards of recruitment qualifications and performance required for International Professional staff. Appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government.
