Job Overview: The Investigations Consultant will work within UNICEF's Office of Internal Audit and Investigations (OIAI), which reports directly to the director" style="border-bottom: 1px dotted #007bff !important;">Executive Director. This role is crucial for providing independent and objective assurance, investigative, and consulting services through internal audits and investigations. The consultant will specifically support the donor reporting and compliance function, which involves managing and coordinating engagement with public sector donors and resource partners on integrity-related matters. The consultant will prepare standard reports concerning fraud and sexual exploitation and abuse (SEA) matters, ensuring compliance with UNICEF's regulatory framework. This position requires a strong focus on data management, analysis, and communication with various stakeholders, including UNICEF offices and donors.
Duties and Responsibilities: The consultant's duties will include preparing standard reports on fraud and SEA cases, conducting reviews of confidential case-related information, maintaining consolidated data on fraud cases, and analyzing data from UNICEF systems. The consultant will also develop and maintain tracking systems for donor-related requests, draft responses to inquiries from donors, and provide guidance on integrity considerations in donor reporting. Additionally, the consultant will conduct research on donor reporting practices, develop training materials, and assist in coordinating meetings with donors. The role requires a proactive approach to resolving disclosure-related issues and ensuring consistency in reporting practices across UNICEF.
Required Qualifications: Candidates must possess an advanced university degree in investigations, law, data management, programme management, external relations, public policy, finance, or a directly relevant field. They should have 1-2 years of experience in data analysis and management, strong communication skills, and excellent analytical abilities. Desirable qualifications include prior experience with donor reporting, developing data management tools, and handling sensitive information. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an asset, as is experience in an international or multilateral public institution.
Educational Background: An advanced university degree in a relevant field such as investigations, law, data management, or public policy is required. Relevant training and experience in investigations will also be considered.
Experience: The position requires 1-2 years of prior experience in data analysis and data management. Experience with donor reporting and developing tracking tools is desirable, as is familiarity with handling sensitive and confidential information. Experience in an international or multilateral public institution is also preferred.
Languages: Strong oral and written communication skills in English are mandatory. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an asset and is good to have for this position.

The consultant will be required to submit a financial proposal that includes costs per deliverable and total lump-sum for the assignment. UNICEF will cover travel costs and daily subsistence allowances if international recruitment is necessary. The selected candidate must have current health insurance coverage at the time of contract award. Payment will be based on the submission of satisfactory deliverables, and UNICEF reserves the right to withhold payment if the deliverables do not meet the required standards. The selected candidate must also confirm their fully vaccinated status against COVID-19, although this requirement does not apply to remote consultants.
