Job Overview:
The Monitoring and Reporting Analyst is a vital member of the Syria Programme team at UN Women, responsible for ensuring that programme planning, implementation, and reporting are coherent, results-based, and aligned with corporate requirements. This role involves close collaboration with programme colleagues, operations teams, regional advisors, and implementing partners to strengthen evidence generation and support quality assurance of programme results. The incumbent will contribute to the effective management of UN Women programmes in Syria by providing substantive inputs to programme design, formulation, implementation, and evaluation. The Monitoring and Reporting Analyst will guide and facilitate the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring the appropriate application of systems and procedures, developing enhancements as necessary. This position requires a proactive approach to managing relationships with various stakeholders, including government officials, multi and bi-lateral donors, and civil society, to ensure successful programme implementation.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Reporting Analyst include contributing technically to the development of programme strategies in Monitoring and Evaluation, providing substantive inputs to the design and formulation of programme/project proposals, and identifying areas for support and intervention related to the programme. The incumbent will provide technical support to the implementation and management of the Syria programme, lead the implementation of programme activities, and coordinate the call/request for proposals, including organizing technical review committees and assessing the capacity of partners. Additionally, the role involves reviewing, coordinating, and monitoring the submission of implementing partner financial and narrative reports, training partners on Results Based Management, and monitoring implementation. The Monitoring and Reporting Analyst will also develop technical knowledge products, maintain relationships with national partners, and identify opportunities for capacity building. Furthermore, the incumbent will monitor progress of implementation activities and finances using results-based management tools, draft reports on monitoring missions, and provide substantive inputs to donor and UN Women reports. The role also includes monitoring budget implementation, making budget re-alignments as necessary, and providing inputs to resource mobilization strategies. The Monitoring and Reporting Analyst will support inter-agency coordination and contribute to advocacy, knowledge building, and communication efforts related to the Syria Programme.

Required Qualifications:
The position requires a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification would be an added advantage. Candidates must possess good programme formulation, implementation, monitoring, and evaluation skills, as well as knowledge of Results Based Management. The ability to gather and interpret data, reach logical conclusions, and present findings and recommendations is essential, along with good analytical skills and knowledge of monitoring and evaluation. Candidates should also be able to identify and analyze trends, opportunities, and threats to fundraising.

Educational Background:
Candidates must hold a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification is considered an advantage for applicants.

Experience:
At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience in monitoring and evaluation is desirable, as is experience coordinating and liaising with government agencies and/or donors. Proficiency in using computers and office software packages (such as MS Word and Excel) and experience with web-based management systems are required. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is also desirable.

Languages:
Fluency in English and Arabic is required for this position. Knowledge of another official UN language, such as French, is considered desirable.

Additional Notes:
The position does not currently involve supervisory responsibilities; however, depending on programme expansion, the role may assume direct supervisory and/or matrix management relationships in the future.
