Job Overview:
The Programme Analyst position is a vital role within the UN Women Syria Programme, reporting directly to the Head of Programmes. The incumbent will work closely with various stakeholders, including programme colleagues, operations staff, regional technical advisors, implementing partners, UN system entities, and donors. The primary function of this role is to provide comprehensive programme support for the effective management of UN Women programmes in Syria. This includes contributing to programme design, formulation, implementation, and evaluation. The Programme Analyst will analyze results achieved during implementation and ensure adherence to UN Women’s operational guidelines, aligning with corporate planning, monitoring, and reporting frameworks. The role requires a collaborative approach to ensure successful programme implementation and delivery.

Duties and Responsibilities:
The Programme Analyst will be responsible for several key duties, including:
  • Contributing technically to the development of programme strategies in Programme Management.
  • Providing technical inputs to the design and formulation of programme/project proposals and initiatives.
  • Supporting the implementation and management of the Syria programme, including coordinating the annual workplan and budget.
  • Monitoring the implementation of programme activities and reviewing financial and narrative reports from implementing partners.
  • Providing technical assistance and capacity development support to project/programme partners.
  • Monitoring progress on programme activities, results, and indicators, and providing inputs to quarterly and donor reports.
  • Overseeing budget implementation and expenditures, performing budget revisions as necessary.
  • Contributing to resource mobilization strategies and maintaining relevant databases.
  • Supporting inter-agency coordination to align UN Women programmes with other partners. 1
  • Assisting in advocacy, knowledge building, and communication efforts related to the Syria Programme. The incumbent may also perform other duties as necessary for the efficient functioning of the office.

Required Qualifications:
The position requires a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification, such as PMP®, PRINCE2®, or MSP®, is considered an added advantage. Candidates must demonstrate strong analytical skills, knowledge of programme management, and the ability to gather and interpret data effectively.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women’s studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is a plus.

Experience:
At least one year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience in programme management and coordination with government agencies or donors is desirable, indicating a strong background in the field.

Languages:
Fluency in English and Arabic is required for this position. Knowledge of another official UN language, such as French, is considered desirable, enhancing the candidate's profile for international collaboration.

The position is based in Damascus, Syria, and may involve future supervisory responsibilities depending on programme expansion.
