Job Overview:
The Project Manager position is situated within the Inclusive Labour Markets, Wages and Working Conditions Branch (INWORK) of the ILO's Conditions of Work and Equality Department (WORKQUALITY). This role is pivotal in managing the 'Setting Adequate Wages: a focus on agriculture' project, which is funded by the Government of Germany. The project aims to establish adequate wages in the agricultural sector through statutory minimum wages and collective bargaining, thereby enhancing the living standards of agricultural workers and their families. The Project Manager will oversee the day-to-day operations of the project, ensuring that objectives are met within the specified timeframe and budget. This includes providing technical advisory services, managing project implementation, and ensuring compliance with ILO policies and financial procedures. The role requires a strategic approach to project management, with a focus on delivering high-quality outputs and fostering partnerships with various stakeholders, including governments, NGOs, and other UN agencies.

Duties and Responsibilities:
The Project Manager will be responsible for a comprehensive set of duties, including:
  • Ensuring effective implementation of the project by providing necessary inputs, delivering outputs, and planning, monitoring, and evaluating activities in line with ILO policies and project strategies.
  • Preparing all required reports, including annual plans, inception reports, and financial reports, while identifying potential risks and challenges that may hinder project objectives.
  • Managing the project budget, including preparing budgets in accordance with ILO procedures, monitoring budget delivery, and managing requests for payments from donors.
  • Overseeing human resources for the project, including recruitment and performance management of staff and consultants.
  • Providing technical advice and support to governments and key partners, facilitating exchanges of experiences, and promoting ILO policies in relevant technical areas.
  • Engaging in advocacy and networking to strengthen relationships with stakeholders and enhance project visibility.
  • Mobilizing resources for future project activities and maintaining good relationships with donors.
  • Contributing to knowledge management by disseminating project materials and overseeing the development of information databases.
  • Organizing training workshops and meetings to enhance the capabilities of tripartite partners and other stakeholders. 1
  • Undertaking additional duties as required to support the project's objectives.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in economics or a related field. Alternatively, a first-level university degree (Bachelor's or equivalent) in a relevant field, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. The role requires at least seven years of relevant professional experience, including experience at the international level. Candidates should demonstrate proven abilities in project management, technical advisory roles, and stakeholder engagement, along with strong leadership and interpersonal skills.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's or equivalent) in economics or another relevant field. A first-level university degree (Bachelor's or equivalent) may be accepted if accompanied by additional relevant experience. This educational foundation is essential for understanding the complexities of labor markets, wage setting, and economic factors affecting workers.

Experience:
The position requires a minimum of seven years of relevant professional experience, particularly in project management and implementation at the international level. Candidates should have a track record of successfully managing projects, providing technical advice, and engaging with diverse stakeholders, including government entities, NGOs, and international organizations. Experience in the agricultural sector or labor market policies is highly desirable.

Languages:
Candidates must have excellent knowledge of one of the ILO's working languages (English, French, or Spanish) and a good working knowledge of another language. Proficiency in multiple languages is advantageous and enhances communication with diverse stakeholders.

This position is a fixed-term contract for 12 months, with the possibility of extension based on various factors, including the availability of funds and satisfactory performance.
