Job Overview: The Learning Management System Administrator position is situated within the Integrated Talent Management Division (ITMD) of the Department of Human Resources (DHR) at IOM. The successful candidate will be responsible for the administration of learning management systems (LMS) and will work under the supervision of the Head of the Staff Learning Unit (SLU) and the National HR Officer in Manila. This role involves supporting the end-to-end administration of the LMS, promoting its use among peers and stakeholders, and ensuring that IOM staff members can effectively utilize the system. The candidate will also contribute to the implementation of SLU's programs and initiatives, ensuring that they align with the learning needs of the organization. This position requires a proactive approach to problem-solving and the ability to manage multiple projects simultaneously, all while maintaining a high level of professionalism and integrity.
Duties and Responsibilities:
Administer the Learning Management System (LMS) by providing support for course publishing, system testing, report generation, and related tasks.
Promote the LMS by conducting live demo sessions, creating video tutorials, and maintaining user guides to empower peers and stakeholders to use the system independently.
Regularly update the Frequently Asked Questions (FAQ) and Standard Operating Procedures (SOPs) and respond promptly to LMS-related queries from IOM personnel.
Support the implementation and promotion of SLU's programs and initiatives, ensuring they meet the learning needs of the organization.
Collect and consolidate inputs for SDL activity reports to be submitted to MAC, ITMU, and other stakeholders.
Monitor and coordinate licenses for SDL tools and platforms.
Assist with the administration of study leave requests to ensure ongoing business continuity.
Coordinate with the Manila Administrative Centre (MAC) and other IOM offices to inquire about local learning initiatives and explore how SDL's services can address gaps.
Perform any other duties as assigned by supervisors.
Required Qualifications: Candidates must possess a university degree in Information and Communications Technology, Computer Science, Information Management, Human Resources, Business Administration, Education Technology, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, candidates with a completed High School degree from an accredited institution and four years of relevant professional experience will also be considered. Certification in Oracle, LMS, statistics, monitoring and evaluation, or data management/data visualization is advantageous, as is any additional diploma or training certification.
Educational Background: The educational requirements for this position include a university degree in a relevant field such as Information and Communications Technology, Computer Science, Information Management, Human Resources, Business Administration, or Education Technology from an accredited academic institution. Candidates with a completed High School degree and significant professional experience may also qualify. Accreditation from institutions listed in the UNESCO World Higher Education Database is essential.
Experience: Candidates should have at least one year of experience in the management and administration of a learning management system (preferably Oracle) and one year of experience using a ticketing system. Familiarity with the UN system and experience working in an international organization are preferred. Additional experience in HR, learning and development, training facilitation (both face-to-face and virtual), and project management, monitoring, and reporting will be considered advantageous.
Languages: Proficiency in English is mandatory, and knowledge of additional languages may be considered an asset. Candidates should demonstrate strong communication skills to effectively engage with diverse stakeholders and facilitate training sessions.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for the Philippines will be considered. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and government authorizations where applicable.
