Job Overview: The Human Resources Department (HRD) of the IMF is seeking a Human Resources Officer to join the Talent Division. This role is pivotal in managing and administering the Externally Financed Appointee (EFA) program, which is a key initiative aimed at enhancing the IMF's engagement with member countries. The EFA program allows country officials to gain firsthand experience of the IMF's operations through appointments at the headquarters. The successful candidate will be responsible for overseeing the hiring and onboarding processes for EFA appointees, ensuring that their capacity development objectives are met, and preparing annual reports on their progress. The role also involves outreach efforts to boost participation from member countries and collaboration with various departments to manage budgets and financial health of the EFA Subaccount.
Duties and Responsibilities: The Human Resources Officer will have a comprehensive set of responsibilities, including but not limited to: managing the hiring and onboarding processes for EFA appointees, conducting continuous follow-ups to ensure that capacity development objectives are achieved, assisting with outreach initiatives to enhance member country participation, participating in management meetings related to the Topical Trust Fund (TTF), preparing technical materials for annual reports to contributor countries, maintaining the HRD’s Standards of Operations document for EFA, collaborating with finance and budget departments to monitor budget execution, maintaining up-to-date budget and expenditure tables, providing timely advice on account statuses, developing analytical services and reports related to the EFA Subaccount budget, and supporting the development of indicators and reporting processes to monitor the effectiveness of the EFA program.
Required Qualifications: Candidates must possess an advanced university degree in Human Resources or a related field, or a university degree with a minimum of six years of relevant professional experience. Alternatively, candidates with at least two years of relevant experience at grade A08 or equivalent are also eligible. Additionally, candidates should have experience in budget and resource management, excellent data management skills, and proficiency in managing large databases. Technical proficiency in MS Excel and related applications is essential, along with strong interpersonal, teamwork, stakeholder engagement, negotiation, and organizational skills. The ability to meet tight deadlines and a willingness to learn internal procedures related to external financing and recruitment processes are also critical.
