Job Overview: The Project Manager (DTM) will oversee the implementation of a joint initiative between the United Nations High Commissioner for Refugees (UNHCR) and IOM aimed at harmonizing data collection methodologies and processes along key mixed movement routes. This role is crucial in improving protection-sensitive analysis and informing coordinated responses to the evolving dynamics of refugee and migrant movements. The Project Manager will lead the management and coordination of the initiative, ensuring the establishment of joint operational and technical processes between UNHCR and IOM. This includes coordinating the establishment of a Technical Working Group (TWG), facilitating the drafting of technical tools, and operationalizing the joint framework in selected pilot countries. The position requires a strong focus on data-driven approaches to migration policy and programming, ensuring that the project meets its broader objectives effectively.
Duties and Responsibilities: The Project Manager (DTM) will be responsible for a variety of tasks, including: leading the management and coordination of the joint initiative; establishing a Technical Working Group (TWG) to compile a comprehensive mapping of existing data systems; facilitating the drafting and agreement upon technical tools for data collection and analysis; coordinating the operationalization of the joint framework in selected pilot countries; producing route-based fact sheets, thematic reports, and infographics; facilitating coordination with internal and external stakeholders; coordinating training and capacity-building activities; building and sustaining productive relationships with partners; tracking and reporting on project progress; managing the project budget; and drafting narrative reports while ensuring timely delivery of outputs.
Required Qualifications: Candidates must possess a Master’s Degree in International Relations, Data Science, Social Sciences, Migration Studies, or a related field, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. The qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database.
Educational Background: The educational background required for this position includes a Master’s Degree in relevant fields such as International Relations, Data Science, Social Sciences, or Migration Studies. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify. The educational qualifications must be from accredited institutions, ensuring that candidates have received a recognized level of education that prepares them for the complexities of migration data management and analysis.
Experience: Significant experience in applied analytics, information management, statistics, and migration data analysis is required. Candidates should have experience in using migration data to inform decisions and strategies, as well as familiarity with self-service analytics and data visualization applications such as MS PowerBI, Qlik, or Tableau. Experience with databases or statistical analysis languages like SQL, Python, or R is considered an asset. Additionally, candidates should have extensive experience in project development, management, and reporting, as well as managing large-scale data collection operations and teams. Experience in research and analytical report writing on migration is also essential, along with the ability to combine qualitative and quantitative research methods.
Languages: Fluency in English is required for this position, both oral and written. Knowledge of French, Spanish, or another official UN language (such as Arabic, Chinese, or Russian) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract for this position is a Special Short Term Graded contract for an initial duration of 9 months, with the possibility of extension. The recruitment process is expedited and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to structural adjustments. The position is classified as professional, and candidates must be mobile as part of the internationally recruited professional staff. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
