Job Overview:
The ET Consultant - GFF Country Coordinator position is integral to the World Bank's Human Development Practice Group, which aims to provide tailored solutions for human development across various sectors, including health, education, and social protection. The role involves coordinating efforts to support the Global Financing Facility (GFF) for Women, Children, and Adolescents, which focuses on ensuring that these vulnerable populations can thrive. The consultant will work closely with government entities to develop and implement national health plans, monitor expenditures, and facilitate stakeholder engagement. This position requires a strong focus on health systems strengthening and the ability to navigate complex multi-sectoral challenges to achieve Universal Health Coverage (UHC) and the Sustainable Development Goals (SDGs).

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including:
  • Prioritization and Alignment: Organizing and supporting analytical work for the Investment Case (IC), finalizing the IC and Results Framework, monitoring government expenditures, and integrating monitoring with broader health sector plans.
  • Coordination: Assisting the government in forming a country platform, convening multistakeholder meetings, and mapping technical forums for advocacy.
  • GFF Secretariat Support: Providing status reports on GFF Trust Fund investments, supporting data use, and assisting with logistical needs for GFF missions.
  • Country Communications: Producing communication materials to inform stakeholders about GFF processes and engaging with various stakeholders to secure additional financing.
  • Support for World Bank processes: Ensuring effective use of resources for the development of the IC and supporting project operations.

Required Qualifications:
Candidates must possess a Master’s Degree in a relevant field such as Public Health, Public Administration, Economics, or Health Economics, along with at least 10 years of experience in areas related to reproductive, maternal, newborn, child, and adolescent health and nutrition (RMNCAHN-G) or health systems strengthening. Demonstrated experience in stakeholder engagement, effective coordination, and leadership is essential. Candidates should also have strong organizational skills, the ability to analyze data for decision-making, and proficiency in problem-solving and conflict management. Excellent communication skills in French are mandatory, with fluency in English considered an asset.

Educational Background:
A Master’s Degree in a relevant field is required for this position. This educational background should ideally be complemented by coursework or training in public health, economics, or related disciplines that equip the candidate with the necessary skills to address health system challenges and engage with diverse stakeholders effectively.

Experience:
The position requires a minimum of 10 years of relevant work experience, particularly in areas related to health systems strengthening, reproductive health, and stakeholder coordination. Candidates should have a proven track record of engaging with government entities, donors, and civil society, demonstrating their ability to foster collaboration and drive results in complex environments.

Languages:
Fluency in French is mandatory for this role, as it is the primary language of communication within the organization and with stakeholders in Cameroon. Proficiency in English is considered a valuable asset, as it enhances communication with international partners and contributes to broader engagement efforts.
