Job Overview: The National Skills Development Officer position is integral to the ILO's efforts in enhancing skills development and employment opportunities in Lebanon, particularly in the context of displacement and socio-economic recovery. The officer will support the design, implementation, and reporting of skills development interventions aimed at aligning training with labor market needs. This role involves conducting demand-driven labor market assessments, mapping existing training programs, and building the capacity of Technical and Vocational Education and Training (TVET) institutions and trainers. The officer will work closely with various stakeholders, including government bodies, private sector players, and international organizations, to ensure the effective rollout of skills development initiatives. The position requires a proactive approach to monitor progress, clarify technical information, and facilitate the successful delivery of planned outputs. The officer will also contribute to the design of follow-up project phases and fundraising initiatives, particularly those addressing skills gaps and promoting employment in key recovery sectors.
Duties and Responsibilities: The National Skills Development Officer will be responsible for a comprehensive set of duties, including:
Supporting the design, implementation, and reporting of skills development interventions by preparing Terms of Reference (ToRs) and work plans, and monitoring the execution of implementation agreements with partners.
Regularly updating the skills development-related components of project work plans and technical progress reports in coordination with monitoring and evaluation officers.
Following up with technical officers and counterparts in organizations and ministries to expedite implementation and meet targets.
Monitoring the progress of activities, following up on delayed inputs, and ensuring timely processing to facilitate successful delivery of outputs.
Designing and delivering quality technical inputs on skills development and employability, including labor market and training needs assessments.
Participating in the preparation and conduct of conferences, workshops, and training sessions for national TVET institutions and training providers.
Maintaining close cooperation with government institutions in planning and implementing skills development activities.
Monitoring and providing technical support to implementing partners and training institutions for effective rollout of skills development interventions.
Analyzing and documenting outcomes of skills interventions and contributing to design strategies for upscaling and replication. 1
Preparing briefs, technical reports, and periodic progress reports on project activities related to skills development. 1
Collaborating with communication officers to produce visibility materials for activities. 1
Processing payments related to contractual obligations and arranging collection of supporting documents. 1
Conducting field missions and monitoring visits to verify and monitor implementation of activities. 1
Undertaking any other tasks related to advancing skills development and employability.
Required Qualifications: Candidates must possess a first-level university degree in fields such as engineering, economics, finance, business administration, development studies, or a relevant area. Additionally, candidates should have at least one year of professional experience at the national level in project implementation related to skills development and the TVET sector in Lebanon. Proven experience working effectively with government bodies, private sector players, and international organizations is considered an asset. Candidates should also demonstrate good knowledge of the development field, particularly in skills development, TVET, and active labor market programs.
Educational Background: The educational background required for this position includes a first-level university degree in relevant fields such as engineering, economics, finance, business administration, or development studies. This educational foundation is essential for understanding the complexities of skills development and employment initiatives within the context of Lebanon's socio-economic landscape.
Experience: The position requires at least one year of professional experience at the national level, specifically in the implementation of projects related to skills development and the TVET sector in Lebanon. Candidates should have a proven track record of working effectively with various stakeholders, including government bodies, private sector entities, and international organizations, which will enhance their ability to navigate the complexities of the role.
Languages: Candidates must have an excellent command of Arabic (both written and spoken) and a very good command of written and spoken English. Proficiency in these languages is crucial for effective communication and collaboration with diverse stakeholders in the region.
Additional Notes: The contract for this position is fixed-term for a duration of 2 years, with the possibility of extension based on various factors such as availability of funds and performance.
