Job Overview: The Senior Executive Officer position is a critical role within the OSCE Programme Office in Dushanbe, responsible for supporting senior management in strategic planning and enhancing program effectiveness. The officer will analyze and evaluate processes to develop best practices and ensure the successful implementation of various programs. This role requires a high level of organizational skills and the ability to coordinate the work of multiple units and services. The Senior Executive Officer will work closely with the Deputy Head of Office and the Head of Office, ensuring timely completion of planning and evaluation processes, and providing technical support to project managers. The position demands strong leadership capabilities, as the officer will supervise a team and liaise with various stakeholders, including governmental and non-governmental actors. The role also involves producing comprehensive analytical reports and maintaining effective communication across different departments and with international partners.
Duties and Responsibilities: The Senior Executive Officer will perform a variety of duties, including but not limited to: supporting senior management in strategic planning; analyzing and evaluating processes to enhance programs; supervising and coordinating the work of all units under the Office of the Head of Office; ensuring timely completion of annual planning and evaluation processes; advising on technical aspects of project development and implementation; serving as a project manager for office programs; liaising with governmental and non-governmental actors; supporting communication with other OSCE field operations; supervising national staff members; and performing additional duties as required. The officer will also be responsible for collating and consolidating inputs for mission-wide tasks, speeches, reports, and policy documents, ensuring that all outputs meet the required standards of quality and timeliness.
Required Qualifications: Candidates must possess a second-level university degree or equivalent in public/business administration, international relations, management, or a related field. A first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree. Additionally, candidates should have excellent organizational skills, proven managerial experience, and the ability to work effectively in a multicultural environment. Strong reporting, presentation, communication, and drafting skills are essential, along with the ability to produce comprehensive analytical reports. Candidates must demonstrate gender awareness and sensitivity, and the ability to integrate gender perspectives into tasks and activities.
Educational Background: The educational background required for this position includes a Master's Degree (second-level university degree) in a relevant field such as public/business administration, international relations, or management. Candidates with a first-level university degree may be considered if they have significant relevant experience. The OSCE values continuous professional development and encourages candidates to pursue further training and education in areas pertinent to their roles.
Experience: Candidates must have a minimum of six years of relevant, diversified, and progressively responsible professional experience, including at least three years at a managerial level relevant to the position. Experience in strategic planning, project management, and evaluation is crucial, as is previous international work experience, particularly in Central Asia. Familiarity with the OSCE's principles and commitments, as well as experience in field missions, is highly desirable.
Languages: Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of the local language (Tajik, Persian, or Russian) is considered desirable, as it can facilitate communication and collaboration within the mission area. Candidates who possess additional language skills may have an advantage in the selection process.
Additional Notes: This position is classified as a middle management role and is offered on a full-time basis under an international secondment contract.
