Job Overview:
The Programme Officer (HR Budget and Programme Monitoring) plays a crucial role within the Human Resources Division (CSH) at FAO headquarters. Responsibilities include reviewing and analyzing quarterly Periodic Budgetary Reports (PBRs), preparing forecasts, and identifying expenditure trends. The officer will monitor overall budget implementation and resource utilization, prepare budget performance reports, and recommend reallocations or adjustments as necessary. Additionally, the officer will contribute to the review and monitoring of the HR Strategy and Action Plan, track progress against key performance indicators (KPIs), and support risk identification and assessment at divisional and unit levels. The role also involves coordinating inputs for internal and external committees, supporting audit requests, and developing the Business Continuity Plan. The officer will prepare documents, reports, and internal guidelines on programme budgets and HR planning, analyze data, visualize trends, and provide insights to support decision-making and reporting.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in business administration, budget, or a related field. A minimum of three years of relevant experience in budget preparation, analysis, and monitoring supporting large programme management activities is required. Candidates should have a working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another official FAO language, which may include Arabic, Chinese, French, Russian, or Spanish. Competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing are essential for this role.

Educational Background:
