Job Overview: The Resource Mobilization and Partnership Specialist will play a crucial role in supporting the strategic partnerships and resource mobilization efforts of UNFPA's country offices in Eastern Europe and Central Asia. This position is vital for strengthening traditional and non-traditional partnerships, focusing on various funding sources including the European Union, bilateral aid, national government donors, International Financial Institutions (IFIs), and private sector engagement. The incumbent will work closely with management and program officers to advance UNFPA's mandate through effective resource mobilization strategies. The role requires a proactive approach to identifying and closing resource gaps while ensuring compliance with UNFPA policies and procedures. The specialist will also be responsible for elevating UNFPA's regional partnerships and enhancing the organization's visibility and reach in the region.
Duties and Responsibilities: The duties and responsibilities of the Resource Mobilization and Partnership Specialist include:
Providing support to Country Offices and the Regional Office on financing landscape analysis, identifying resource gaps, and exploring partnership opportunities.
Co-leading the development, implementation, and monitoring of Resource Mobilization and Partnership strategies and plans at both the Regional and Country Office levels.
Supporting the co-creation of UN Joint programmes aligned with national development priorities and acting as the regional focal point for these initiatives.
Coordinating Resource Mobilization advice for European Commission proposals, assisting in proposal drafting, reviewing financing modalities, and ensuring compliance with EC and UNFPA regulations.
Supporting humanitarian fundraising efforts by tracking resources for regional and national responses and coordinating donor requests.
Acting as the Regional focal point for the Client Relationship Management (CRM) platform, ensuring accurate data entry and tracking of proposals and agreements.
Conducting regular scans of digital platforms to identify new resource mobilization and partnership opportunities.
Supporting Country Offices in conducting analyses to unlock financing opportunities and strengthen capacities in financing for development.
Co-leading capacity needs assessments and developing training packages to address capacity gaps in resource mobilization and partnerships. 1
Documenting best practices in strategic partnerships and resource management. 1
Identifying opportunities to leverage regional and local partnerships to enhance UNFPA's brand visibility.
Required Qualifications: The position requires the following qualifications:
A minimum of 5 years of progressively responsible and relevant professional work experience in fundraising, marketing, sponsorship, corporate social responsibility, or innovative financing.
Experience working in international development fundraising with key bilateral donors, the EU, or IFIs, ideally with at least two years at the international level.
Demonstrated initiative, sound judgment, and the ability to work harmoniously with diverse staff members.
Knowledge of donor policies and procedures is a distinct advantage, along with experience in editing and reviewing donor agreements and reports.
Proven experience in managing partnerships and developing effective relationships with donors, media, and other stakeholders.
Educational Background: Candidates must possess a Master’s Degree or equivalent in relevant fields such as Business Administration, Public Health, Economics, Social Sciences, International Relations, Financing for Development, Sustainable Financing, or Political Sciences. This educational background is essential for understanding the complexities of resource mobilization and partnerships in the context of international development.
Experience: The position requires a minimum of 5 years of progressively responsible experience in relevant fields such as fundraising, marketing, or corporate social responsibility. Candidates should have experience working with key bilateral donors, the EU, or IFIs, with at least two years at the international level. This experience is crucial for effectively navigating the landscape of resource mobilization and partnerships.
Languages: Fluency in English is mandatory for this position. Knowledge of other official UN languages is desirable, as it can enhance communication and collaboration with diverse stakeholders in the international context.
