Job Overview:
The position of Risk Knowledge Coordination Support for Early Warnings for All is crucial for enhancing coordination and implementation of Haiti's risk knowledge for multi-hazard early warning systems. The selected candidate will work on improving institutional mechanisms, stakeholder engagement, and data interoperability, which are essential for strengthening the capacity for multi-hazard risk assessment, timely alerts, and proactive responses. This role is expected to contribute significantly to disaster resilience and sustainable development in Haiti. The consultant will focus on supporting activities related to Pillar 1 of the EW4All initiative, which emphasizes disaster risk knowledge and risk management.   • The consultant will also liaise with the national EW4All in-country focal point and coordinate the work of national consultants within key institutions such as the General Directorate of Civil Protection (DGPC), the National Meteorological and Hydrological Unit (UHM), and the National Center for Geospatial Information (CNIGS).

Duties and Responsibilities:
The duties and responsibilities of the Risk Knowledge Coordination Support include:
  • Enhancing coordination among national institutions, international projects, and agencies involved in early warning systems in Haiti.
  • Supporting the implementation of the strategic roadmap for Multi-Hazard Early Warning Systems (MHEWS) from 2024 to 202
  • Collaborating with the national EW4All in-country focal point to ensure effective communication and coordination of efforts.
  • Working closely with national consultants within identified institutions (DGPC, UHM, CNIGS) to facilitate the sharing of knowledge and best practices.
  • Assisting in the development of institutional mechanisms that promote stakeholder engagement and data interoperability.
  • Contributing to the analysis and reporting on progress in implementing the Sendai Framework for Disaster Risk Reduction.
  • Engaging with local communities to ensure their needs and perspectives are integrated into early warning systems.
  • Supporting the organization of consultations, workshops, and events to raise awareness and foster collaboration among stakeholders.
  • Monitoring and evaluating the effectiveness of early warning systems and providing recommendations for improvement. 1
  • Documenting lessons learned and best practices to inform future initiatives and strategies.

Required Qualifications:
The required qualifications for this position include:
  • An advanced university degree (master's degree or equivalent) in hydrometeorology, climate change, disaster risk management, or a related discipline.
  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • At least five (5) years of experience in early warning systems, hydrometeorological hazards assessment, weather forecasting, or disaster prevention.
  • Proven experience working with major government institutions or international organizations focused on early warning, disaster risk reduction, or risk knowledge.
  • Familiarity with project coordination, multi-stakeholder partnerships, and community engagement is desirable.
  • Knowledge of the specific context and challenges faced by fragile, conflict-affected, and vulnerable countries is essential.
  • Prior engagement with key institutions in Haiti (DGPC, UHM, CNIGS) and involvement in international projects in Haiti is advantageous.

Educational Background:
The educational background required for this position includes an advanced university degree (master's degree or equivalent) in fields such as hydrometeorology, climate change, disaster risk management, or a related discipline. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. This educational foundation is critical for understanding the complexities of disaster risk reduction and the implementation of effective early warning systems.

Experience:
The level of experience needed for this position is at least five (5) years in relevant fields such as early warning systems, hydrometeorological hazards assessment, weather forecasting, or disaster prevention. Candidates should have a proven track record of working with major government institutions or international organizations focused on early warning or disaster risk reduction. Experience in project coordination, multi-stakeholder partnerships, and community engagement is also desirable, as is familiarity with the specific challenges faced by fragile and vulnerable countries.

Languages:
Fluency in French is required for this consultancy, as it is one of the working languages of the United Nations Secretariat. Knowledge of English or Spanish is desirable, as it may facilitate communication with a broader range of stakeholders and enhance collaboration on international projects.
