Job Overview:
The position of Category B Consultant is integral to the Migration Management Training initiative aimed at enhancing the Government of Libya's capacity to manage migration effectively. This role involves delivering a series of reports and training materials that will equip Libyan officials with the necessary tools to adopt global best practices in migration governance. The consultant will be responsible for identifying gaps in existing training materials, proposing a structured approach for new modules, and developing interactive activities and case studies relevant to the training. The consultant will work closely with the Labour Mobility and Social Inclusion Unit within the Migration Governance Initiative, ensuring that the training aligns with national strategies and international standards. The consultant's work will also foster interministerial cooperation and address risks associated with irregular migration, ultimately leveraging migration for Libya's development.

Duties and Responsibilities:
The consultant will undertake the following duties and responsibilities:
  • Conduct a comprehensive review of existing training materials related to migration management in Libya.
  • Identify gaps and areas for improvement in the current training resources.
  • Develop a structured outline for new training modules, including proposed interactive activities and relevant case studies.
  • Prepare and submit a brief report highlighting findings and recommendations for the training modules by January 202
  • Create a detailed brief with recommendations on module structure, presentation modalities, and interactive activities by February 202
  • Incorporate feedback from stakeholders into the final training materials and submit them by March 202
  • Ensure the quality of presentations, adherence to deadlines, and regular updates on progress.
  • Collaborate with diverse stakeholders to ensure the training meets the specific needs of the Libyan government.

Required Qualifications:
Candidates must possess an advanced degree in Migration Studies, Public Policy, International Relations, Social Sciences, or a related field. Additionally, a minimum of five years of experience in migration management, policy development, or training design" style="border-bottom: 1px dotted #007bff !important;">program design is required. Proven experience in developing and delivering training materials for government entities or international organizations is essential. Candidates should also demonstrate familiarity with migration governance frameworks, particularly in the context of Libya or the MENA region, and possess strong knowledge of international migration laws, policies, and practices, including labor mobility and social inclusion. Excellent instructional design and training facilitation skills are necessary, along with the ability to conduct needs assessments and customize training content to align with specific requirements.

Educational Background:
The educational background required for this position includes an advanced degree in relevant fields such as Migration Studies, Public Policy, International Relations, or Social Sciences. This educational foundation is critical for understanding the complexities of migration governance and the development of effective training programs.

Experience:
The position requires a minimum of five years of relevant experience in migration management, policy development, or training program design. Candidates should have a proven track record of developing and delivering training materials specifically tailored for government entities or international organizations. Experience in working within the context of Libya or the MENA region is highly advantageous, as it provides valuable insights into the local migration landscape.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within IOM. Knowledge of Arabic is highly desirable, given the context of the role and the target audience for the training. IOM's official languages also include French and Spanish, and proficiency in these languages may be beneficial but is not required. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The consultancy is subject to funding confirmation and the candidate's medical fitness for appointment. The position may require travel to Libya, specifically Tripoli, or Tunisia, Tunis, for conducting training sessions. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, free of charge, for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM maintains a zero-tolerance policy regarding conduct incompatible with its aims and objectives, including discrimination and harassment.
