Job Overview:
The Shelter Project Manager is responsible for overseeing the management and implementation of shelter projects within the framework of NRC's strategies and donor requirements. This role involves contributing to the development of shelter strategies, drafting project proposals, and ensuring program quality through effective project cycle management. The Shelter Project Manager will work closely with team members to set objectives, monitor progress, and ensure that activities align with overall project goals. Additionally, the role requires collaboration with local authorities and stakeholders to enhance program effectiveness and ensure compliance with NRC's protection guidelines.

Duties and Responsibilities:
The Shelter Project Manager will have a comprehensive set of responsibilities, including but not limited to: compliance with NRC policies, contributing to shelter strategy development, managing project budgets, overseeing program services, ensuring capacity building within the shelter team, and implementing project cycle management activities. Specific tasks include developing technical guidelines for shelter activities, creating assessment tools, providing technical support to field teams, preparing internal reports, and representing NRC in relevant meetings. The role also involves coordinating with other NRC programs and external stakeholders to ensure integrated programming and effective resource use.

Required Qualifications:
Candidates must possess a Bachelor's degree in architecture or civil engineering, along with at least three years of relevant experience in shelter and settlement programs, preferably within the humanitarian sector. Proven experience in developing technical tools, standard operating procedures (SOPs), and implementation guidelines is essential. Additionally, candidates should have knowledge of international refugee and human rights law, as well as experience in coordinating activities with external actors.

Educational Background:
A Bachelor's degree in architecture or civil engineering is required for this position. This educational background provides the necessary technical knowledge and skills to effectively manage shelter projects and develop appropriate solutions for displaced populations.

Experience:
The ideal candidate should have a minimum of three years of relevant job experience in shelter and settlement programs, particularly within the humanitarian sector. Experience in developing technical tools and guidelines, as well as coordinating activities with external stakeholders, is highly valued. Familiarity with Lebanon's humanitarian context and challenges affecting refugees is also advantageous.

Languages:
Fluency in Arabic and English, both written and verbal, is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in enhancing communication with diverse stakeholders.

Additional Notes:
This position may involve working in complex and volatile environments, requiring strong planning and delivery skills. The role is full-time and may involve collaboration with various NRC programs, including ICLA, Youth, and WASH. Performance management will be based on the Job Description, NRC Work and Development Plan, and the NRC Competency Framework.
