Job Overview:
The Project Manager will play a crucial role in leading and managing the Uganda Climate Smart Agricultural Transformation Project, specifically in refugee settlement and host community areas. This position is pivotal in ensuring that the project meets its objectives, which include supporting 60,000 households and establishing Farmer Field Schools. The Project Manager will be responsible for overseeing the planning, implementation, and compliance of project activities with World Bank standards. This includes managing budgets, coordinating with district authorities, and ensuring that all project components such as crop, livestock, and sustainable-land-management" style="border-bottom: 1px dotted #007bff !important;">sustainable land management are delivered effectively. The role requires a strong focus on quality delivery and adherence to the Ministry of Agriculture, Animal Industry and Fisheries requirements, ensuring that the project aligns with national agricultural strategies and practices.

Duties and Responsibilities:
The Project Manager will have a comprehensive set of responsibilities, including:
  • Leading and coordinating all project activities and partnerships within the assigned settlement, ensuring alignment with project objectives.
  • Developing detailed work plans, budgets, and implementation schedules in accordance with project guidelines.
  • Ensuring timely delivery of agricultural inputs through the e-voucher system and managing relationships with agro dealers and beneficiaries.
  • Supervising technical officers and Community Based Facilitators to guarantee high-quality delivery across various agricultural activities.
  • Establishing and overseeing Farmer Field Schools and facilitating Farmer Institutional Development processes.
  • Implementing climate-smart agriculture practices and ensuring compliance with environmental and social safeguards.
  • Developing a Monitoring, Evaluation, Research, and Learning (MERL) plan and maintaining an updated beneficiary database.
  • Submitting regular technical and financial reports to relevant authorities.
  • Leading joint supervision missions with government and local stakeholders. 1
  • Documenting lessons learned and success stories for future replication. 1
  • Ensuring financial management aligns with World Bank procedures. 1
  • Coordinating with other partners to maximize project impact and sustainability.

Required Qualifications:
To be considered for this position, candidates must possess a degree in Agriculture, Agricultural Economics, Rural Development, Natural Resource Management, or a related field. Additionally, candidates should have demonstrated experience in managing multi-component agricultural programs, particularly in humanitarian settings. Strong supervisory skills and experience working with multidisciplinary teams are essential. A solid understanding of climate-smart agriculture and sustainable land management practices is required, along with proven project planning and financial oversight capabilities. Candidates should also have experience in coordinating with government institutions and managing environmental and social safeguards.

Educational Background:
Candidates must hold a degree in a relevant field such as Agriculture, Agricultural Economics, Rural Development, or Natural Resource Management. Postgraduate training in project management or climate-smart agriculture is considered an advantage, enhancing the candidate's qualifications for the role.

Experience:
A minimum of 7 years of experience in managing agricultural, livelihoods, climate-smart agriculture, or market systems projects is required. Candidates should have experience in supervising technical teams and community-based staff, as well as a strong background in project planning, budgeting, and results-based management.

Languages:
Fluency in written and spoken English is mandatory for this position. Knowledge of local languages spoken in refugee settlements is considered an asset and may enhance communication with beneficiaries and stakeholders.

This position is based in refugee settlements in Uganda, with specific district assignments depending on the project needs. The salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for national employees.
