Job Overview:
The Accountant position at DRC Uganda is a critical role that supports the financial management of the Uganda Climate Smart Agricultural Transformation Project. This project is aimed at enhancing agricultural practices in refugee settlements, ensuring that project funds are utilized effectively and in compliance with various regulatory frameworks, including those set by the World Bank and the Ministry of Agriculture, Animal Industry and Fisheries. The Accountant will be responsible for overseeing daily financial transactions, maintaining accurate financial records, and ensuring proper documentation of expenditures. This role also involves contributing to timely financial reporting, which is essential for the project's accountability and transparency. The Accountant will work closely with the Project Manager and Finance Manager to ensure that all financial activities align with the project's objectives and compliance requirements.

Duties and Responsibilities:
The Accountant will have a comprehensive set of duties and responsibilities, including but not limited to: maintaining accurate financial records for all project expenditures, preparing and submitting financial reports on a monthly, quarterly, and annual basis, supporting the preparation of activity-based budgets, ensuring all payments are properly authorized and documented, tracking and verifying expenditures related to various project activities, maintaining orderly filing systems for financial documentation, supporting audits and financial verification missions, ensuring compliance with financial controls and donor regulations, collaborating with project teams to verify financial documentation linked to project achievements, assisting in financial forecasts and cash requests, ensuring accurate cost allocation, and supporting accountability requirements related to financial documentation and safeguarding risk mitigation costs.

Required Qualifications:
To qualify for the Accountant position, candidates must possess a Bachelor's degree in Accounting, Finance, Commerce, or a related field. Additionally, candidates should have demonstrable experience working with international donor requirements, particularly those of the World Bank or other multilateral financing institutions. Experience in managing financial reporting for field-based operations, especially in humanitarian or refugee contexts, is essential. Candidates should also have strong knowledge of budget monitoring, reconciliations, and financial control systems, as well as the ability to maintain accurate and auditable documentation. Experience in supporting audits and familiarity with procurement documentation and compliance frameworks are also required. Furthermore, candidates should have experience working collaboratively with project teams, government partners, and field-based staff, and must be fluent in written and spoken English.

Educational Background:
The educational background required for this position includes a Bachelor's degree in Accounting, Finance, Commerce, or a related field. This foundational education is crucial for understanding the complexities of financial management and accounting practices, particularly in the context of donor-funded projects.

Experience:
Candidates are expected to have a minimum of 5 years of experience in financial management or accounting, specifically related to donor-funded projects. This level of experience is necessary to ensure that the Accountant can effectively manage the financial aspects of the Uganda Climate Smart Agricultural Transformation Project and navigate the complexities of compliance with various financial regulations and standards.

Languages:
Fluency in written and spoken English is mandatory for this position. This proficiency is essential for effective communication within the team and with external stakeholders. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if it aids in communication with local communities or partners.

The position is based in refugee settlements in Uganda, with the specific district depending on the assignment. The salary and conditions for this role will be in accordance with the Danish Refugee Council’s Terms of Employment for national employees.
