Job Overview:
The position of Consultant for technical assistance in the mid-term review process of the PAD (Programme d'Appui au Développement) in Guinea involves providing expert guidance and support to ensure the effective evaluation and assessment of the program's progress. The consultant will be expected to engage with various stakeholders, including government officials, local communities, and other partners, to gather insights and data necessary for the review process. The role requires a deep understanding of development programs and the ability to analyze complex information to inform decision-making. The consultant will work closely with the UNDP team to align the review process with the organization's strategic objectives and ensure that the findings are actionable and relevant to the ongoing development efforts in Guinea.

Duties and Responsibilities:
  • Conduct a comprehensive analysis of the PAD's objectives, strategies, and implementation processes to assess progress and identify areas for improvement.
  • Facilitate consultations with key stakeholders, including government representatives, civil society organizations, and community members, to gather qualitative and quantitative data for the review.
  • Prepare detailed reports outlining findings, recommendations, and proposed actions based on the review outcomes.
  • Collaborate with the UNDP team to ensure that the review process aligns with organizational standards and best practices.
  • Present findings to stakeholders and participate in discussions to refine recommendations and strategies moving forward.
  • Ensure that all documentation related to the review process is maintained accurately and is accessible for future reference.
  • Provide ongoing support and guidance to the UNDP team throughout the review process, including training and capacity-building activities as needed.

Required Qualifications:
  • Proven expertise in program evaluation and development, particularly in the context of international development.
  • Strong analytical skills with the ability to synthesize complex information into clear and actionable recommendations.
  • Excellent communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
  • Familiarity with the socio-economic and political context of Guinea and the challenges facing development programs in the region.
  • Ability to work independently and manage multiple tasks effectively within tight deadlines.

Educational Background:
A Master's degree in Development Studies, Public Administration, Social Sciences, or a related field is required. Additional certifications in project management or program evaluation would be an asset.

Experience:
A minimum of 5 years of relevant experience in program evaluation, project management, or technical assistance in the field of international development is required. Experience working with UN agencies or similar organizations is highly desirable.

Languages:
Fluency in French is mandatory, as the position requires communication with local stakeholders and documentation in French. Proficiency in English is an asset, as it may be necessary for reporting and communication with international partners.

  • The consultant is required to work on-site in Guinea. Individuals are not allowed to apply on behalf of an NGO, firm, or company, but must apply in their own name. Compensation will be discussed upon selection, and all prices must be quoted in Guinean Francs (GNF).
