Job Overview:
The MEAL/IM Specialist position at DRC is designed for an experienced professional who will provide a balanced expertise in Monitoring, Evaluation, Accountability & Learning (MEAL) and Information Management (IM). The role is crucial for harmonizing surveys, assessments, tools, data flows, and reporting across the European Commission-funded Consortium, which currently includes DRC and Mercy Corps. The postholder will be responsible for leading the design and implementation of surveys and assessments, ensuring high-quality data collection and analysis, and developing interoperable information management systems. This position requires a strategic approach to ensure that all partners are aligned in their methodologies and outputs, facilitating timely and evidence-based decision-making.

Duties and Responsibilities:
The duties and responsibilities of the MEAL/IM Specialist are divided into three main areas: MEAL, Information Management, and Coordination. In the MEAL domain, the specialist will lead and advise on various assessments, ensuring standardized designs and adherence to ethical guidelines. This includes drafting Terms of Reference (ToRs), ensuring multi-sector participation, and managing data quality assurance processes. In terms of Information Management, the specialist will build and maintain a harmonized indicator dictionary, design data pipelines, and oversee data governance practices. Coordination responsibilities involve convening a Technical Working Group (TWG), delivering coaching to partner staff, and ensuring timely sharing of results with program teams. The role also includes performing additional tasks as requested by the Chief of Party or relevant stakeholders to support the overall objectives of the EC Consortium.

Required Qualifications:
Candidates must possess a Master’s degree in a relevant field, such as international development, social sciences, statistics, or public health, along with at least three years of relevant experience. Alternatively, a Bachelor’s degree in a relevant field with a minimum of four years of experience is acceptable. Essential qualifications include over five years of experience in blended MEAL/IM roles within humanitarian or development programs, proven leadership in conducting surveys and assessments, and practical expertise with data management tools such as KoBo/ODK and Power BI. Familiarity with data protection and governance, as well as strong stakeholder coordination skills, are also required.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field, such as international development, social sciences, statistics, or public health. A Bachelor’s degree in a similar field is acceptable if accompanied by additional relevant experience. The educational qualifications should provide a solid foundation in research methodologies, data analysis, and program evaluation, which are critical for the successful execution of the role's responsibilities.

Experience:
The position requires a minimum of five years of experience in Monitoring, Evaluation, Accountability & Learning (MEAL) and Information Management (IM) roles, particularly within humanitarian or development contexts. Candidates should have a proven track record of leading surveys and assessments from design through to analysis and utilization of findings. Experience in multi-partner or consortium settings is highly desirable, as is a background in building and maintaining information management systems and databases.

Languages:
Proficiency in English is mandatory for this position, as all communications and documentation will be conducted in English. Additionally, proficiency in Arabic is desirable, as it will facilitate communication with local stakeholders and partners in Sudan.

Additional Notes:
The contract for this position is a one-year renewable contract, subject to funding and performance evaluations. The salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for International staff, and the position is graded at NM.G. The expected start date for this role is January 2026, and the duty station will be Port Sudan.
