Job Overview: The position involves supporting the implementation of the UN DESA project titled 'Localizing the SDGs through more resilient, inclusive, and sustainable infrastructure (Phase 2)'. This project is focused on enhancing the capacity of local and national governments in six beneficiary countries—Kenya, The Gambia, Uganda, Zambia, Senegal, and Fiji—to effectively plan, manage, and sustain resilient infrastructure systems. The contractor will play a crucial role in ensuring a smooth start-up of project implementation, which includes recruiting and onboarding national consultants, preparing and coordinating introductory sessions in each project country, establishing a sustainable budget tracking system, and finalizing administrative and financial arrangements with project partners. The contractor will work under the supervision of the Senior Economic Affairs Officer and will be responsible for various project management and coordination tasks.
Duties and Responsibilities: The individual contractor will have a range of responsibilities including:
Recruitment and Onboarding Support: Drafting and finalizing Terms of Reference (TORs) for national consultants, supporting recruitment processes, and preparing onboarding materials.
Liaison with Project Partners: Finalizing financial and implementation agreements, coordinating planning and monitoring meetings, and ensuring consistency in financial and programmatic processes.
Budget and Expenditure Tracking System: Designing and establishing a budget tracking system, ensuring transparency in expenditures, and preparing templates and procedures for ongoing maintenance.
Introductory and Awareness-Raising Sessions: Preparing session structures and materials, coordinating participation from stakeholders, and summarizing key issues and actions from sessions.
Monitoring and Reporting: Developing templates for tracking project activities and outputs, preparing inception-phase reports, and ensuring proper handover of documentation and systems to FSDO staff.
Required Qualifications: Candidates must possess a first-level university degree or equivalent in economics, public administration, infrastructure management, or a related field. Additionally, a minimum of five years of professional experience in project management, development cooperation, or capacity development is required, preferably within the UN system. Candidates should have experience in drafting TORs, managing recruitment processes, coordinating inter-agency projects, preparing materials for virtual sessions, and utilizing financial or budget-tracking tools for multi-partner projects.
Educational Background: A first-level university degree or equivalent in a relevant field such as economics, public administration, or infrastructure management is mandatory for this position. This educational background is essential to understand the complexities of project management and development cooperation.
Experience: The position requires a minimum of five years of professional experience in relevant fields such as project management, development cooperation, or capacity development. Experience within the UN system is preferred, as it provides familiarity with the organization's processes and standards. Candidates should also have a proven track record in drafting TORs, managing recruitment processes, and coordinating projects involving multiple stakeholders.
Languages: Fluency in both oral and written English is required for this position. Knowledge of another UN language is considered an advantage, as it may facilitate communication with diverse stakeholders involved in the project.
