Job Overview: The PSEA Officer will work under the direct supervision of the Programme specialist (PSEA) based in Dhaka, with a dotted reporting line to the SBCC lead in Cox’s Bazar. This role involves providing technical assistance to implement PSEA and Child Safeguarding global guidelines and standards, aimed at preventing Sexual Exploitation and Abuse (SEA) in both humanitarian and development contexts. The officer will also be responsible for operationalizing Child Safeguarding policies and enhancing accountability to affected people (AAP) through improved feedback mechanisms and capacity-building initiatives for partners. This position is crucial for ensuring that UNICEF's commitment to children's rights is translated into actionable strategies and practices, particularly in emergency and development settings.
Duties and Responsibilities: The PSEA Officer's duties include:
Partner Capacity Development: Assisting partners in building their capacity to implement PSEA and AAP effectively.
Institutional Development: Supporting the development of institutional frameworks that promote PSEA and Child Safeguarding.
Scaling Up AAP & PSEA: Enhancing the inter-agency response to SEA and ensuring effective mechanisms for receiving and responding to allegations of sexual harassment and SEA.
Cross-sectorial Collaboration: Collaborating with various sectors to ensure a comprehensive approach to risk management and compliance regarding PSEA and Child Safeguarding.
Required Qualifications: Candidates must possess a bachelor’s degree in social sciences, gender and development studies, social work, political science, law, or other relevant fields. A minimum of 2 years of relevant experience in development and emergency settings, particularly related to PSEA, children's and women's rights, violence prevention, and response, is required. Familiarity with UN frameworks and IASC policies regarding PSEA, AAP, GBV, and the Centrality of Protection is highly desirable. Experience in managing reporting channels and responding to allegations with a victim-centered approach is a strong advantage.
Educational Background: The educational requirement for this position is a bachelor’s degree in a relevant field such as social sciences, gender studies, social work, political science, or law. This educational background is essential for understanding the complexities of child protection and gender-based violence issues, as well as the legal frameworks that govern these areas.
Experience: The position requires a minimum of 2 years of relevant work experience in development and emergency contexts, specifically focusing on PSEA, children's rights, and gender-based violence. Candidates should have experience in implementing policies and practices related to child safeguarding and accountability to affected populations, as well as familiarity with the UN system and its operational guidelines.
Languages: Fluency in English and Bangla (both verbal and written) is mandatory. Knowledge of Chittagonian or Burmese (local dialect) is also required. Proficiency in any other UN official language is considered an asset, enhancing the candidate's ability to communicate in diverse contexts and with various stakeholders.
Additional Notes: This position is open to Bangladeshi nationals only, with priority given to internal staff holding specific UNICEF contracts.
