Job Overview:
The Health Immunization & Cold Chain Consultant position is focused on strengthening Lebanon's immunization system through improved vaccine management, stock monitoring, and cold chain operations. The consultant will be responsible for developing comprehensive bilingual training materials and finalizing the national Effective Vaccine Management (EVM) Comprehensive Improvement Plan. This role requires a strong understanding of logistics, warehouse operations, and data reporting, as well as the ability to coordinate capacity-building initiatives for health professionals. The consultant will conduct training sessions, develop training content, and ensure that the training aligns with WHO standards and global best practices. The position is critical in enhancing coordination, accountability, and overall system readiness in the immunization sector.

Duties and Responsibilities:
  • Draft Training Content for Capacity Building: Review existing training/reference materials and global guidelines; develop comprehensive training content and facilitator guides for capacity building of central and district-level MoPH warehouse managers and EPI focal points; integrate topics on stock recording, cold chain, reporting, RTMDs, data loggers, LMIS usage, and performance monitoring; develop practical exercises, case studies, and evaluation tools (pre/post-tests, feedback forms).
  • Conduct Training Sessions: Deliver capacity-building trainings for central and district-level staff using developed materials; cover key areas of vaccine stock management, including stock recording and reporting, cold chain and storage practices, vaccine distribution and accountability, use of LMIS, data monitoring, supervision, and defined staff roles and responsibilities; include hands-on exercises, on-site demonstrations, and interactive sessions, supported by mentoring and coaching to ensure practical skills transfer; collect participant feedback and assess knowledge improvement through pre- and post-tests.
  • Finalization of EVM Enhancing Improvement Plan: Update the Comprehensive Improvement Plan (CIP) based on recent EVM assessment findings and partner inputs; integrate improvement priorities and implementation actions agreed upon with stakeholders; conduct consultation meetings as needed; submit final CIP incorporating all feedback; ensure MoPH endorsement; upload finalized version of MoPH and UNRWA Continuous Improvement Plan on designated platform/website.

Required Qualifications:
Minimum requirements include a Master’s degree in public health, Nursing, Biomedical Engineering, Supply Chain Management, Health Logistics, or a related field. A minimum of 5 years of relevant professional experience in immunization supply chain management, vaccine logistics, or EVM processes is required. Candidates must demonstrate experience in developing training content and capacity-building tools for health professionals, as well as experience working with the Ministry of Public Health (MoPH) and/or UN agencies. Familiarity with WHO EVM standards and vaccine management systems is essential, along with strong coordination skills for stakeholder consultations and workshop facilitation.

Educational Background:
Candidates must possess a Master’s degree in a relevant field such as public health, Nursing, Biomedical Engineering, Supply Chain Management, or Health Logistics. This educational background is crucial for understanding the complexities of immunization supply chains and health logistics.

Experience:
The position requires a minimum of 5 years of relevant professional experience in immunization supply chain management, vaccine logistics, or EVM processes. Candidates should have demonstrated experience in developing training content and capacity-building tools for health professionals, as well as familiarity with WHO EVM standards and vaccine management systems. Experience working with the MoPH and/or UN agencies is also necessary.

Languages:
Fluency in Arabic and English is mandatory for training material development and communication, with proficiency in English being essential. This bilingual capability is critical for effective training delivery and stakeholder engagement.

Additional Notes:
The position is a consultancy role, and individuals engaged under a consultancy or individual contract will not be considered staff members under the Staff Regulations and Rules of the United Nations and UNICEF’s policies. Selected candidates will be responsible for determining their tax liabilities and ensuring that their visa and health insurance are valid for the entire contract period. Candidates must also confirm their fully vaccinated status against SARS-CoV-2 (Covid-19) with a WHO-endorsed vaccine prior to taking up the assignment, although this requirement does not apply to remote consultants. UNICEF does not charge any fees during any stage of the recruitment process.
