Job Overview: The Shelter Program Manager is responsible for overseeing the design, implementation, and quality of shelter activities conducted by Solidarités International in the assigned area. This role is crucial in ensuring that responses to shelter needs are needs-based, timely, safe, inclusive, and compliant with humanitarian principles, SI procedures, cluster guidance, international standards, and donor requirements. The position involves supervising a team and adapting programs as necessary to meet the evolving needs of the population. The Shelter Program Manager will also contribute to the shelter strategy, annual planning, proposal development, and innovation at both area and country levels, ensuring that all interventions are aligned with the organization's mission and objectives.
Duties and Responsibilities: The Shelter Program Manager will lead and update shelter needs assessments, ensuring the integration of protection, gender considerations, and the needs of specific populations. They will design and manage needs-based shelter and non-food item (NFI) interventions that are appropriate, safe, inclusive, and effective. The role requires ensuring that targeting and intervention modalities respect humanitarian principles and contextual constraints. The Shelter Program Manager will also oversee monitoring, reporting, evaluations, and learning in coordination with the Field Coordinator and MEAL teams. They will coordinate with authorities, communities, donors, and partners, representing SI in shelter-related forums as required. Additionally, the manager will be responsible for managing, training, and evaluating shelter staff, supporting recruitment, and ensuring adherence to security" style="border-bottom: 1px dotted #007bff !important;">security rules. They will anticipate operational needs, plan activities, supervise implementation, and adjust programs based on context and results, contributing to knowledge management and handover documentation.
Required Qualifications: Candidates must possess formal training and qualifications in civil work, with a strong ability to plan, review, and follow up on rehabilitation works. Experience in distribution activities, including cash, in-kind, or voucher modalities, is essential. The candidate should have experience in project cycle management, specifically for shelter programs, including rehabilitation and winterization. They must also demonstrate the ability to develop needs assessments, analyze data, and provide recommendations. Strong management and communication skills are required, along with the ability to work autonomously, prioritize tasks, and work under pressure. The candidate should be a team player with a positive dynamic and problem-solving capacities, capable of dealing with contractors and ensuring timely delivery, as well as coordinating with other departments and partners to ensure project quality.
Educational Background: A relevant degree in civil engineering, architecture, or a related field is required for this position. Candidates should have formal training that equips them with the necessary technical skills to manage shelter programs effectively.
Experience: The ideal candidate should have 3 to 4 years of experience in the humanitarian sector, with at least 2 years in a similar position. This experience should include direct involvement in shelter program management and a solid understanding of the humanitarian context in which SI operates.
Languages: Fluency in English is mandatory, while proficiency in Arabic is also required. Knowledge of additional languages may be considered an asset but is not mandatory.
