Job Overview:
The Finance and Budget Officer will play a crucial role in supporting the global banking section by providing guidance on banking-related processes. This includes tasks such as opening and closing bank accounts, amending bank signatory panels, and making necessary changes to bank accounts. The officer will also be responsible for updating the ERP system, requesting Delegation of Authority for bank signatories, preparing compliance documents, monitoring bank signatories, and liaising with financial institutions. Additionally, the officer will act as a security" style="border-bottom: 1px dotted #007bff !important;">security administrator for proprietary banking electronic platforms, ensuring that all banking operations align with UN policies and procedures. The position requires a proactive approach to managing banking operations and fostering strong relationships with financial institutions to support the UN's financial objectives.

Duties and Responsibilities:
Under the supervision of the Chief of Section, the Finance and Budget Officer will be responsible for a variety of duties, including: assisting in establishing banking operations in UN offices, maintaining relationships with senior management at approximately 100 banks and financial institutions, organizing training sessions for UN personnel on electronic payment systems, providing advice and guidance on Treasury policies and procedures, managing the centralized Treasury database, ensuring high-quality outputs from the Global Banking Operations Section, supervising the preparation of correspondence related to account opening documents, and keeping up-to-date with relevant documents and guidelines. The officer will also carry out administrative tasks necessary for Treasury operations, including budget preparation, monitoring information in the ERP system, and assisting in the preparation of reports on budget/programme performance. Furthermore, the officer will coordinate human resources activities, ensuring consistency in the application of UN rules and procedures.

Required Qualifications:
Candidates must possess a strong understanding of Treasury principles and practices, as well as financial administration of resources. The ability to produce clear and objective reports on technical issues is essential, along with the capability to apply UN rules, regulations, policies, and guidelines effectively. Familiarity with bank proprietary electronic systems or SWIFT, as well as financial systems like SAP, is crucial. Knowledge of the budget submission and reporting process is also required. Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, finance, or related fields is required for this position. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) in the specified fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree. This educational background ensures that candidates have a solid foundation in financial principles and practices necessary for the role.

Experience:
Candidates must have a minimum of five years of progressively responsible experience in finance, administration, budget, business administration, treasury, or a related field. This experience should demonstrate a strong understanding of financial operations and the ability to manage complex financial tasks. Experience with financial systems such as SAP or similar is desirable, as is familiarity with bank-proprietary electronic systems or SWIFT. Additionally, experience in formatting SWIFT messages and preparing budget proposals for ERP modules is advantageous, as it indicates a well-rounded skill set in financial management.

Languages:
English is required for this position, as it is one of the working languages of the United Nations Secretariat. French is also a working language, but proficiency in English is mandatory.
