Job Overview: The position of International Expert on Border Management and Trade Facilitation is crucial for the successful implementation of a project aimed at enhancing Ukraine's border management capabilities in the context of ongoing crises. The expert will provide comprehensive support in establishing the Regional Black Sea Coordination and Data Sharing Platform, facilitating cross-border inter-agency consultations, and organizing events focused on best practices in crisis management. The role requires a deep understanding of border management, trade facilitation, and anti-corruption measures, particularly in emergency settings. The expert will also be responsible for drafting reports, creating work plans, and building partnerships to strengthen trade facilitation efforts in Ukraine. This position demands a proactive approach to addressing the immediate needs of border management agencies and ensuring effective coordination among various stakeholders.
Duties and Responsibilities: The duties and responsibilities of the International Expert include providing expert support in the establishment of the Black Sea Platform, organizing events for experience exchange, facilitating inter-agency consultations among border management agencies, and supporting the procurement of specialized technical equipment. The expert will also develop agendas, scenarios, and presentations for various activities, moderate discussions, and produce final reports. Additionally, the expert will draft activity and donor reports, create a work plan for 2026, and build public-private partnerships in Ukraine to enhance trade facilitation. The role requires a comprehensive understanding of the challenges faced by Ukraine's border management agencies and the ability to develop strategic solutions to address these challenges effectively.
Required Qualifications: Candidates must possess an advanced university degree in border management, customs enforcement, public administration, political science, international relations, or related fields. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted. The position requires a minimum of five years of international work experience in border management or customs enforcement, with demonstrated abilities in analysis, report preparation, and event organization. Experience in conducting technical assessments and optimizing border control processes is essential, along with proven project procurement and coordination skills. Familiarity with capacity-building projects in Ukraine and the ability to work under pressure are also required.
Educational Background: An advanced university degree (master’s degree or equivalent) in relevant fields such as border management, customs enforcement, public administration, political science, or international relations is required. A first-level university degree in these fields, combined with two additional years of qualifying work experience, may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of border management and trade facilitation in crisis contexts.
Experience: The position requires a minimum of five years of international work experience in border management or customs enforcement. Candidates should have demonstrated experience in conducting analyses, preparing thematic reports, and delivering workshops. Experience in technical border management assessments and optimizing border control processes is essential. Languages: Fluency in spoken and written English and Ukrainian is required for this position.
