Job Overview:
The Chief of Field Office (CFO) will oversee UNICEF's program coordination and implementation in the northern region of Jamaica, specifically in the parishes affected by Hurricane Melissa. This role involves managing a multidisciplinary field team, ensuring effective coordination with government and community partners, and delivering humanitarian and recovery interventions. The CFO will establish operational hubs in Montego Bay and Black River to enhance UNICEF's presence and response capabilities in the region. The position requires real-time monitoring and reporting to ensure quality results for children, aligning with national recovery priorities and UNICEF's Country Programme.

Duties and Responsibilities:
  • Lead the coordination and oversight of all UNICEF program activities in the northern region, ensuring alignment with national recovery priorities.
  • Support sector teams (WASH, Health, Nutrition, Education, Child Protection, Social Policy) in planning, implementing, and monitoring interventions.
  • Facilitate joint field assessments and timely responses to emerging needs.
  • Establish and manage the Montego Bay Field Hub as a functional coordination base.
  • Represent UNICEF at local coordination platforms with ODPEM and partner NGOs.
  • Ensure staff safety and adherence to security" style="border-bottom: 1px dotted #007bff !important;">security procedures.
  • Conduct regular field monitoring visits and ensure accurate data collection and reporting.
  • Build and maintain strong relationships with local government and community organizations.

  • Manage office assets and ensure compliance with UNICEF policies on financial management and procurement.

Required Qualifications:
Candidates must possess strong leadership and management skills, with a proven ability to coordinate complex programs in challenging environments. They should have excellent communication and interpersonal skills, with the ability to build partnerships and work collaboratively with diverse stakeholders. A strong understanding of child protection and humanitarian response is essential, along with the ability to innovate and adapt to changing circumstances.

Educational Background:
A relevant advanced university degree in social sciences, international relations, public administration, or a related field is required. Additional training in humanitarian response, child protection, or program management is highly desirable.

Experience:
Candidates should have at least 5 years of progressively responsible professional experience in program management, preferably in a humanitarian or development context. Experience working with UN agencies or NGOs in emergency settings is an advantage, as is familiarity with the local context in Jamaica.

Languages:
Fluency in English is mandatory, as it is the official language of Jamaica. Knowledge of Patois or other local dialects is considered an asset, as it can enhance communication with local communities.

Additional Notes:
This position is a full-time role based in Jamaica, specifically in the northern region affected by Hurricane Melissa. The CFO will receive a Monthly Volunteer Living Allowance (VLA), pre-assignment and end-of-assignment allowances, and comprehensive medical, life, and disability insurance.
