Job Overview:
The National Legal Expert for Drafting the Law on Renewable Energy will play a crucial role in the UNDP's Resilient Communities through Women Empowerment, Phase 2 Project. This position requires an individual with expertise in legal frameworks related to renewable energy to assist in the development of comprehensive legislation that promotes sustainable energy practices in Moldova. The expert will be expected to analyze existing laws, identify gaps, and propose new legal provisions that align with international standards and best practices. The role involves collaboration with various stakeholders, including government agencies, civil society organizations, and the private sector, to ensure that the drafted law is inclusive and effective in promoting renewable energy initiatives. The expert will also be responsible for providing legal advice and recommendations throughout the drafting process, ensuring that the law supports the country's energy transition goals and contributes to environmental sustainability.

Duties and Responsibilities:
  • Conduct a thorough analysis of existing legal frameworks related to renewable energy in Moldova and identify areas for improvement.
  • Collaborate with UNDP and relevant stakeholders to gather input and feedback on the proposed legal framework.
  • Draft comprehensive legislation on renewable energy that addresses key issues such as energy efficiency, investment incentives, and regulatory frameworks.
  • Ensure that the drafted law complies with international standards and best practices in renewable energy legislation.
  • Provide legal advice and recommendations to UNDP and stakeholders throughout the drafting process.
  • Organize and facilitate workshops and consultations with stakeholders to discuss the draft law and gather feedback.
  • Prepare reports and documentation related to the drafting process, including summaries of stakeholder consultations and recommendations for revisions.
  • Assist in the advocacy and promotion of the new law once it is finalized, ensuring that it is effectively communicated to all relevant parties.
  • Monitor and evaluate the implementation of the law once enacted, providing recommendations for adjustments as necessary.

Required Qualifications:
  • Advanced degree in law, with a focus on energy law, environmental law, or related fields.
  • Proven experience in drafting legislation or legal documents, particularly in the area of renewable energy or environmental law.
  • Strong understanding of the legal and regulatory frameworks governing renewable energy in Moldova and internationally.
  • Excellent analytical and research skills, with the ability to synthesize complex legal information into clear and actionable recommendations.
  • Strong communication and interpersonal skills, with the ability to engage effectively with a diverse range of stakeholders.
  • Demonstrated commitment to promoting sustainable development and gender equality in energy policies.

Educational Background:
A Master's degree or equivalent in law, with a specialization in energy law, environmental law, or a related field is required. A Ph.D. in a relevant area would be an advantage. Additional certifications or training in renewable energy policy or sustainable development would also be beneficial.

Experience:
A minimum of 5 years of professional experience in legal practice, with a focus on energy law, environmental law, or related fields. Experience working with international organizations, government agencies, or NGOs on renewable energy projects is highly desirable. Proven track record of drafting legislation or legal documents is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Romanian and/or Russian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the legal drafting process.

Additional Notes:
This position is offered as an individual contractor role under the UNDP procurement process. The contract duration and specific terms will be discussed upon selection. The position is expected to be full-time, with flexibility in working hours to accommodate stakeholder consultations and meetings. Compensation will be commensurate with experience and in line with UNDP standards.
