Job Overview:
The position of Consultant to support the design and implementation of the SDG Budget Tagging framework in Montenegro is a critical role aimed at enhancing the country's budgeting processes in alignment with the Sustainable Development Goals (SDGs). The consultant will be responsible for developing a comprehensive framework that integrates SDG considerations into the national budgetary processes. This involves analyzing existing budgetary practices, identifying gaps, and proposing actionable strategies to ensure that budget allocations reflect the priorities set out in the SDGs. The consultant will work closely with various stakeholders, including government officials, civil society organizations, and international partners, to facilitate the implementation of the framework. The assignment is expected to last from January 15, 2026, to July 15, 2026, encompassing a total of 40 consultancy days. The consultant will also be required to prepare reports and presentations to communicate findings and recommendations effectively.

Duties and Responsibilities:
The consultant will undertake a variety of duties and responsibilities, including but not limited to:
  • Conducting a thorough assessment of the current budgetary processes in Montenegro to identify how they align with the SDGs.
  • Developing a detailed SDG Budget Tagging framework that outlines how budget items can be tagged according to their contribution to the SDGs.
  • Collaborating with government ministries and agencies to ensure their buy-in and participation in the tagging process.
  • Providing training and capacity-building sessions for relevant stakeholders on the implementation of the SDG Budget Tagging framework.
  • Drafting comprehensive reports that document the methodology, findings, and recommendations for the successful integration of SDG considerations into the national budget.
  • Engaging with civil society and other stakeholders to gather input and feedback on the proposed framework.
  • Monitoring and evaluating the implementation of the framework and making necessary adjustments based on feedback and outcomes.

Required Qualifications:
The ideal candidate for this consultancy position should possess a strong background in public finance management, sustainable development, or a related field. They should have proven experience in budget analysis and development, particularly in the context of integrating sustainability principles into financial planning. Familiarity with the SDGs and their implications for national budgeting processes is essential. The consultant should also demonstrate excellent analytical and communication skills, with the ability to engage effectively with a diverse range of stakeholders. Strong project management skills and the ability to work independently are also required.

Educational Background:
Candidates should hold at least a Master's degree in Public Administration, Economics, Finance, Sustainable Development, or a related field. A PhD in a relevant discipline would be an advantage. Additional certifications or training in public finance management or sustainable development would also be beneficial.

Experience:
A minimum of 5 years of relevant professional experience in public finance management, budget analysis, or sustainable development is required. Experience working with international organizations, particularly in the context of the UN or similar entities, is highly desirable. The consultant should have a track record of successfully implementing similar projects or frameworks in other countries or contexts.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Montenegrin or Serbian would be considered an asset, as it would facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.

Additional Notes:
