The consultant will work closely with the National S3 Team, contributing to the development of strategic frameworks that promote innovation and economic growth in Montenegro. This role requires a deep understanding of regional development policies, innovation ecosystems, and the specific economic context of Montenegro. The consultant will be expected to analyze existing data, engage with stakeholders, and provide recommendations that align with the national priorities and EU standards for smart specialization. The assignment is set to take place over a defined period, with specific deliverables expected throughout the consultancy days.
Duties and Responsibilities: The duties and responsibilities of the Expert include but are not limited to:
Conducting a comprehensive analysis of Montenegro’s current economic landscape and identifying key sectors for smart specialization.
Collaborating with the National S3 Team to develop a coherent strategy that aligns with national and EU policies.
Engaging with various stakeholders, including government officials, private sector representatives, and academic institutions, to gather insights and foster collaboration.
Preparing detailed reports and presentations that outline findings, recommendations, and strategic frameworks.
Facilitating workshops and meetings to discuss the strategy and gather feedback from stakeholders.
Monitoring and evaluating the implementation of the strategy, providing ongoing support and adjustments as necessary.
Ensuring that all activities are documented and reported in accordance with UNDP guidelines and standards.
Required Qualifications: Candidates must possess a strong background in economic development, public policy, or a related field. A proven track record of working on smart specialization strategies or similar projects is essential. Additionally, candidates should demonstrate strong analytical skills, the ability to engage with diverse stakeholders, and experience in project management. Familiarity with EU policies and frameworks related to innovation and regional development is highly desirable. Excellent communication skills, both written and verbal, are required to effectively convey complex information to various audiences.
Educational Background: A Master’s degree or higher in economics, public policy, regional development, or a related field is required. Candidates with a PhD or equivalent experience in relevant areas will be given preference. Continuous professional development in areas related to innovation and economic strategy will be considered an asset.
Experience: A minimum of 5 years of relevant professional experience in economic development, strategic planning, or consultancy roles is required. Experience working with government agencies, international organizations, or in the context of EU-funded projects will be highly advantageous. Candidates should have a demonstrated ability to manage complex projects and deliver results within specified timelines.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Montenegrin or other regional languages is considered an asset, as it will facilitate communication with local stakeholders and enhance engagement in the development process.
Additional Notes: The contract duration for this consultancy is from January 20, 2026, to May 31, 2026, encompassing a total of 40 consultancy days. This position is classified as an individual contractor role, and candidates are expected to submit their proposals directly through the UNDP supplier portal. The position is not full-time, and the consultant will work on a flexible schedule based on project needs. Compensation details will be discussed during the negotiation phase, and candidates should be prepared to provide their expected remuneration.
