Job Overview: The National Consultant for Technical Support on Development Financing Assessment will play a crucial role in providing expert guidance and support to the UNDP in Turkmenistan. The consultant is expected to deliver comprehensive reports, facilitate workshops, and contribute to policy recommendations that will strengthen the financial framework for development initiatives in Turkmenistan. The assignment is set to take place from December 2025 to June 2026, requiring a commitment to thorough analysis and collaborative engagement with various partners.
Duties and Responsibilities:
Conduct a comprehensive assessment of the current development financing landscape in Turkmenistan, including public and private financing sources.
Identify key challenges and opportunities in the financing mechanisms for sustainable development.
Collaborate with government officials and stakeholders to gather insights and data relevant to the assessment.
Develop and present detailed reports outlining findings, recommendations, and strategies for improving development financing.
Facilitate workshops and discussions with stakeholders to promote understanding and engagement in development financing issues.
Provide technical support in the formulation of policies and frameworks that enhance development financing in alignment with national and international goals.
Monitor and evaluate the implementation of recommended strategies and provide ongoing support as needed.
Ensure that all deliverables are completed on time and meet the quality standards set by UNDP.
Required Qualifications:
Advanced degree in finance, economics, public policy, or a related field.
Proven experience in development financing, economic analysis, or related areas.
Strong analytical skills with the ability to synthesize complex information into actionable recommendations.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Familiarity with the development context in Turkmenistan and the broader Central Asian region is an advantage.
Proficiency in using relevant software and tools for data analysis and reporting.
Educational Background: Candidates must possess an advanced degree (Master's or equivalent) in finance, economics, public policy, or a related discipline. A PhD or equivalent experience in a relevant field may be preferred but is not mandatory. Educational qualifications should be complemented by relevant training or certifications in development financing or economic analysis.
Experience: A minimum of 5 years of professional experience in development financing, economic analysis, or related fields is required. Experience working with international organizations, government agencies, or NGOs in a consulting capacity is highly desirable. Candidates should demonstrate a track record of successfully completing similar assignments and delivering high-quality outputs within stipulated timelines.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Russian or Turkmen is considered an asset, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.
