Job Overview: The CCAC Methane Planning Consultant will play a crucial role in developing an agricultural methane roadmap for Azerbaijan, specifically targeting the livestock sector. This position involves collaborating closely with the Government of Azerbaijan, particularly the Ministry of Agriculture and the Ministry of Environment, to ensure that the roadmap aligns with national climate policies and integrates input from various stakeholders. The consultant will be responsible for coordinating the preparation of the roadmap, ensuring that it reflects the interests and concerns of all relevant parties, including farmer associations, NGOs, and the private sector. The roadmap must demonstrate a clear alignment with Azerbaijan's commitments under the Global Methane Pledge, which aims to reduce methane emissions by 30% by 2030 compared to 2020 levels. The consultant will also be tasked with providing recommendations for the inclusion of agricultural methane in Azerbaijan's next Nationally Determined Contributions (NDC) and implementation plan, ensuring that the strategies developed are inclusive and collaborative, engaging stakeholders throughout the process.
Duties and Responsibilities: The consultant's duties will include:
Supporting the definition of an agricultural methane roadmap based on inputs from various ministries and stakeholders, following the CCAC M-RAP Methane Roadmap template.
Coordinating the preparation of the Methane Roadmap for the livestock sector, ensuring an inclusive process that involves key stakeholders such as government ministries, farmer associations, NGOs, and academia.
Conducting stakeholder meetings to gather input and inform the development of the roadmap.
Creating a comprehensive map of agricultural stakeholders related to methane emissions in Azerbaijan, including their interests and influence.
Summarizing existing data on agricultural livestock methane emissions and mapping relevant existing and planned policies across agriculture and environment.
Developing a needs assessment to identify gaps in existing commitments and policies for methane mitigation in the livestock sector.
Conducting a preliminary mitigation assessment, including priority measures and cost-benefit analysis.
Identifying funding sources to support the implementation of the roadmap.
Providing periodic reports that include technical inputs, stakeholder dialogue summaries, and agreements reached during discussions.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in agricultural sciences, environmental sciences, environmental engineering, or a related field. Alternatively, a first university degree combined with two additional years of qualifying experience may be accepted. At least two years of professional experience in environmental management, climate change, or agriculture is required. Experience in the livestock sector is desirable, along with excellent written and spoken communication skills. Knowledge of national policies related to agriculture, climate change mitigation, and air pollution is also desirable, as is a good understanding of short-lived climate pollutants and their implications in Azerbaijan. Experience in multi-stakeholder engagement and working with government authorities in Central Asia is a plus, as is proficiency in using advanced Excel formulas.
Educational Background: The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in fields such as agricultural sciences, environmental sciences, environmental engineering, or related disciplines. A first university degree may be accepted if accompanied by two additional years of relevant experience, indicating a flexible approach to educational qualifications based on practical experience.
Experience: The position requires at least two years of professional experience in areas relevant to environmental management, climate change, or agriculture. Experience specifically within the livestock sector is considered desirable, as it will provide valuable insights into the unique challenges and opportunities present in this field. Candidates should also have experience in engaging with multiple stakeholders, particularly government authorities, which is crucial for the collaborative nature of this role.
Languages: Fluency in both oral and written Azerbaijani and English is mandatory for this position. This bilingual requirement ensures effective communication with local stakeholders and international partners, facilitating the collaborative efforts necessary for developing the methane roadmap.
