Job Overview: The consultant will play a crucial role in supporting the effective and timely implementation of the Global Framework on Chemicals and the ICCM5 resolutions. This position focuses on the establishment of digital infrastructure, including databases and data visualization tools, to manage and present data related to the GFC's measurability framework and its indicators. The consultant will be responsible for conducting data analysis, management, and ensuring that the data infrastructure is robust and user-friendly. The role requires a proactive approach to monitoring progress, optimizing performance, and proposing improvements to enhance the quality and efficiency of the data management processes. The consultant will also engage with various stakeholders to ensure that the data and visualizations meet their needs and are accessible to non-technical audiences.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including:
Programmatic Support: Planning and delivering milestone outputs on schedule, reporting risks and mitigation actions, and monitoring progress to optimize the performance of databases and visualization tools.
Data Management and Visualization: Conducting desk reviews of data needs and availability, sourcing data from open data portals and partner agencies, and validating data from multiple sources. The consultant will clean, transform, and aggregate data to create analysis-ready datasets, design and administer databases, and establish metadata and cataloguing standards. Additionally, they will perform descriptive and exploratory analysis to inform indicator construction, draft technical notes, and design data visualization tools that present indicators and trends clearly. The consultant will also ensure compliance with data protection and privacy standards, document approvals and usage restrictions, and present findings to domain experts for validation.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in a relevant field such as data science, computer science, statistics, or information systems. Alternatively, a first-level university degree combined with qualifying experience may be accepted. Additionally, candidates should have a minimum of four years of progressively responsible experience in data management, analytics, or engineering, with specific expertise in data cleaning, transformation, and aggregation. Experience in database design and administration, as well as proficiency in self-service analytics and data visualization applications like MS PowerBI, Qlik, or Tableau, is essential. Familiarity with sourcing and integrating multi-source datasets, including data scraping and API-based collection, is also required.
Educational Background: An advanced university degree (Master's degree or equivalent) in a field related to data science, computer science, statistics, information systems, or a similar discipline is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree, indicating that the organization values practical experience alongside formal education.
Experience: The position requires a minimum of four years of progressively responsible experience in data management, data analytics, or data engineering. Candidates should demonstrate a strong background in data cleaning, transformation, aggregation, and management, as well as experience in database design and administration. Familiarity with self-service analytics and data visualization applications is crucial, as is experience in sourcing and integrating datasets from multiple sources, including data scraping and API-based data collection.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, a high proficiency in English (level III) is required, while a level II proficiency in another official United Nations language is desirable.
