Job Overview: The position involves providing legislative training for a project focused on governance, the rule of law, and the consolidation of peace for sustainable development in Costa Rica. The consultant will be expected to develop and deliver training sessions aimed at enhancing the understanding and implementation of legislative processes among stakeholders. This role is crucial in fostering a well-informed civil society and government officials who can effectively engage in legislative matters. The consultant will work closely with UNDP and local partners to ensure that the training aligns with national priorities and international best practices. The position requires a proactive approach to identify training needs and adapt content accordingly, ensuring that participants gain practical skills and knowledge that can be applied in their respective roles.
Duties and Responsibilities:
Conduct a needs assessment to identify the specific training requirements of stakeholders involved in legislative processes.
Develop a comprehensive training curriculum that addresses the identified needs and incorporates best practices in legislative training.
Facilitate training sessions, workshops, and seminars for government officials, civil society organizations, and other relevant stakeholders.
Provide ongoing support and guidance to participants during and after the training sessions to ensure effective application of learned concepts.
Evaluate the effectiveness of training programs through feedback and assessments, making necessary adjustments to improve future sessions.
Collaborate with UNDP and local partners to ensure that training materials are culturally relevant and contextually appropriate.
Prepare detailed reports on training activities, participant feedback, and recommendations for future training initiatives.
Stay updated on legislative developments and trends in governance to inform training content and delivery.
Required Qualifications:
Proven expertise in legislative processes, governance, and rule of law.
Strong background in adult education and training methodologies.
Excellent communication and presentation skills, with the ability to engage diverse audiences.
Experience working with government institutions and civil society organizations in Costa Rica or similar contexts.
Ability to work independently and collaboratively in a multicultural environment.
Strong analytical and problem-solving skills, with attention to detail.
Proficiency in using digital tools and platforms for training delivery and participant engagement.
Educational Background: A minimum of a Master's degree in Law, Political Science, Public Administration, or a related field is required. Additional certifications in training and development or adult education would be an asset. Candidates with extensive experience in legislative training or governance may be considered even if they do not meet the educational requirements.
Experience: A minimum of 5 years of relevant professional experience in legislative processes, governance, or related fields is required. Experience in designing and delivering training programs for government officials and civil society organizations is highly desirable. Familiarity with the political and legislative landscape in Costa Rica will be an advantage.
Languages: Fluency in Spanish is mandatory, as all training will be conducted in Spanish. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and access to additional resources.
Additional Notes: This consultancy is expected to last for 3 months, starting from the signing of the respective contract. The position is classified as an individual contractor role, and candidates must submit their proposals through the UNDP Quantum supplier portal. The deadline for submission is January 13, 2026, at 1:00 PM New York time. This position is open to individuals only; proposals from legal entities or groups will be rejected. The consultant will be compensated according to UNDP's established rates for individual contractors.
