Job Overview: The HR Associate, Career Development & Talent Mobility position is integral to the Career Development and Talent Mobility Branch, where the incumbent will provide essential administrative support across various aspects of learning, leadership development, career development, and talent mobility. Reporting to the Chief of the Branch, the HR Associate will coordinate and manage a portfolio of tasks that facilitate the effective implementation of talent management initiatives. This role requires a proactive approach to support the design and execution of programs aimed at enhancing staff capabilities and fostering a culture of continuous learning and development. The HR Associate will also play a key role in tracking and reporting on the progress of these initiatives, ensuring alignment with UNFPA's strategic goals and objectives.
Duties and Responsibilities: The HR Associate will be responsible for a wide range of duties, including: A. Administrative Support and Coordination: - Coordinate procurement and financial administration tasks for the branch. - Manage logistical and administrative tasks related to the full talent management cycle. - Provide systems support in UNFPA’s ERP system, Quantum. - Track and report on the progress of talent management initiatives. - Liaise with regional and HQ HR Business Partner teams. - Contribute to communications, including drafting emails, creating PowerPoint presentations, and updating the branch’s intranet pages. B. Learning, Leadership Development, and Talent Management Support: - Support the design and execution of talent development and management programs, including talent reviews and succession planning. - Conduct learning and leadership development needs analyses through data collection. - Coordinate career development initiatives, including mentoring and coaching programs. - Oversee the delivery of learning programs, workshops, and training sessions. - Provide administrative support for global talent mobility initiatives. - Support Diversity, Equity, and Inclusion initiatives. - Design and implement employee engagement initiatives to enhance organizational culture. - Manage the administration of UNFPA’s talent and leadership pools. C. Data Management and Reporting: - Maintain learning records and track employee progress on development initiatives. - Support data collection, analysis, and maintenance related to learning and talent management programs. - Generate reports on training completion status and effectiveness. - Prepare presentations on training participation and program outcomes. - Monitor and evaluate program effectiveness and identify areas for improvement.
Required Qualifications: Candidates must possess a secondary education or a Bachelor’s degree in Human Resources, Business Administration, Organizational Development, Psychology, or related fields. Additionally, candidates should have at least 6 years of experience in human resources management, learning and development, talent management, performance management, and employee engagement. Strong communication skills and the ability to work collaboratively in multicultural environments are essential. Candidates should also demonstrate strong project management and implementation skills, as well as analytical skills with experience in data collection, analysis, and reporting.
Educational Background: The educational background required for this position includes a secondary education or a Bachelor’s degree in relevant fields such as Human Resources, Business Administration, Organizational Development, Psychology, or other related disciplines. This educational foundation is crucial for understanding the complexities of human resources and talent management within an international organization.
Experience: The position requires a minimum of 6 years of relevant experience in human resources management, learning and development, talent management, performance management, and employee engagement. Candidates should have a proven track record of successfully managing projects and implementing initiatives that enhance organizational effectiveness and employee development. Experience in a multicultural environment is highly valued, as is the ability to navigate the complexities of working within an international organization.
Languages: Fluency in English is mandatory for this position. Knowledge of other official UN languages, particularly French and/or Spanish, is considered desirable and may enhance a candidate's competitiveness for the role.
