Job Overview:
The Project Civil Engineering Analyst will play a crucial role in the 'Advancing Meteorological Observations System for Resilient Development (AMOS-RD)' project, which is funded by the Systematic Observation Financing Facility (SOFF). This initiative aims to enhance the Solomon Islands' capabilities in providing reliable meteorological observation services. The project is set to run from August 2024 to July 2029 and is implemented in collaboration with the Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDM). The primary goal is to improve weather and climate prediction products by localizing and implementing the Global Basic Observing Network (GBON) in the country. The Project Civil Engineering Analyst will work closely with various stakeholders, including the Solomon Islands Meteorological Services and the Bureau of Meteorology Australia, to ensure the successful delivery of project results and annual work plans. This position requires a blend of technical expertise in civil engineering, project management, and stakeholder engagement to support the development and implementation of infrastructure interventions that align with national standards and best practices.

Duties and Responsibilities:
The Project Civil Engineering Analyst will be responsible for a range of key functions, including coordinating and supporting assessments for infrastructure interventions, assisting in the design and costing of construction projects, and engaging with local stakeholders to identify and monitor social and environmental risks. The analyst will provide technical oversight during construction works, ensuring compliance with national building codes and UNDP policies. Regular site visits will be conducted to monitor progress and certify that all construction meets quality standards. The analyst will also develop technical project documentation, participate in tender processes, and negotiate with contractors. Additionally, the role involves capacity strengthening through training and knowledge sharing with local stakeholders, contributing to the overall success of the project and enhancing local capacities in meteorological infrastructure development.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in Civil Engineering or a related field. Alternatively, a first-level university degree (Bachelor’s degree) combined with two years of relevant experience will be considered. The position requires proven understanding of meteorological infrastructure construction, proficiency in engineering design software, and familiarity with national construction legislation and standards. Experience in managing social and environmental safeguards in the construction industry is also essential. A valid driver’s license is required for this role.

Educational Background:
The educational background required for this position includes an advanced university degree in Civil Engineering or a related field. Candidates with a Bachelor’s degree in the relevant areas must have at least two years of qualifying experience to be considered for the role. This educational foundation is critical for understanding the complexities of civil engineering projects, particularly those related to meteorological infrastructure.

Experience:
The level of experience needed for this position varies based on educational qualifications. Applicants with a Master’s degree are not required to have prior professional work experience, while those with a Bachelor’s degree must have a minimum of two years of relevant professional experience at the national or international level. This experience should include design, oversight, and quality assurance of construction interventions, particularly in the context of meteorological infrastructure.

Languages:
Fluency in English and Pidgin is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, project partners, and local communities, ensuring that all project-related information is conveyed accurately and clearly.
